DIRECTOR OF ENGINEERING
(water and sewer)
City of Scranton Sewer Authority
The Scranton Sewer Authority is a water and sewer utility serving
customers in five municipalities and employing approximately 90 people
in (water, sewer, system maintenance, laboratory and administration).
This position will have direct supervision of the WWTP s Maintenance
Department, Vehicle Maintenance Department, Collection System s
Pumping stations and the Grounds Maintenance employees. Individual
reports to Executive Director.
Principal duties: Plans, manages and supervises the operation and
maintenance of personnel, facilities, structures and equipment within the
wastewater systems. This position will be responsible for the
implementation and management of the Authority s Master Sewer Plan,
which includes a multi-million dollar Capital Improvement Projects. This
position will oversee the sanitary sewer model and major sanitary sewer
infrastructure requirements in the design of City sanitary sewer projects.
Responsible for the implementation and management of the City s
sanitary sewer master plan. Represents the Authority in meetings with
developers regarding sanitary sewer capacity and necessary
improvements. Prepares and reviews final plans and specifications and
construction cost estimates. Meets citizens, contractors, and others
regarding engineering problems relating to sanitary sewers capacity and
treatment, analyzes requirements from varying viewpoints and develops
viable engineering solutions, providing solutions and cost estimates.
Conducts surveys of other jurisdictions regarding their experience with
various policies, products, construction materials and techniques.
Performs research and prepares recommendations for complex sanitary
projects. Develops and administers environmental standards to
implement work mandated by Federal or State laws. Confers with
individuals regarding code requirements, specifications and accepted
standards related to specific design problems.
Experience: minimum six years of experience in the operation and
maintenance of sewer and water systems, of which have included
responsibility for the preparation of budgets, management of
supervisory staff and oversight of organizational programs and
activities. Registered as a Professional Engineer (PE) in the
Commonwealth of Pennsylvania and must possess a Pennsylvania water
and wastewater license. Experience with development review process;
ability to communicate complex thoughts and ideas clearly and concisely.
Experience in planning studies, project management, site plan review;
experience working with sanitary and storm sewers, hydrology and
hydraulics, storm water management, managerial and structural best
management practices, erosion and sediment control, water resources,
water and waste water; familiarity with local, state, and federal
regulatory requirements, public speaking, conflict resolution, dealing
with elected representatives and board members, writing technical
reports, representing his/her organization to outside agencies.
Education: graduation from an accredited college or university with a
bachelor s degree in environmental, civil or sanitary engineer or similar
degree.
