The Director of Finance is responsible for providing financial management of the agency; ensuring that sufficient funds are available to meet the financial operations; establish and implement financial systems and controls to ensure protection of the agency’s assets and ensure that all financial reports (internal and external) are accurate, timely and recorded using currently accepted accounting standards and principles; and maintaining all of the agency’s financial records and bank statements.

Knowledge, Skills and Abilities:

1.     BA/BS Degree in Accounting, Management or other related field (prefer Master’s degree in same disciplines)

2.     A minimum of eight years progressively responsible experience in accounting, finance and business management.

3.     Demonstrated experience in the use of current accounting rules and regulations and in budget development.

4.     Ensure that accounting policies and procedures are followed at all levels of the agency and provide technical assistance and training to staff in all areas related to financial management and generation of reports regarding client funds.

5.     Ensure that cash-flow projections are accurate and maintained such that the agency never experiences a shortage of funds to meet its financial obligations.

6.     Excellent written and oral communication skills.

7.     Computer literate, with proficiency in MIP Accounting Software System, MS Office applications and related Accounting Systems. Bilingual English/Spanish.

8.     Must have own transportation with valid Texas driver’s license and current insurance.

9.     Ability to work flexible hours including evenings and weekends.

ESSENTIAL JOB FUNCTIONS:

1.     Oversee the implementation of financial systems and controls to ensure protection of the agency’s assets. Furthermore, is responsible for the administration of the MIP Accounting System used by the agency to meet all its accounting functions and for training appropriate agency staff in the use of this system.

2.     Ensure that all financial reporting is accurate, timely and recorded in keeping with currently accepted accounting standards and principles, including the timely disposition and administration of all payables/ receivables, and reconciliation of all agency bank statements and monetary transactions including petty cash deposit.

3.     Responsible for preparing and maintaining payroll records and ensuring that pays roll is met on schedule.

4.     Provide support to the annual audit process and meet the auditor’s request for any and all financial documents that are required to successfully perform the annual audit.

5.     Complete the annual agency budget with the participation of department supervisors and the Chief Executive Officer.

6.     By the 10th of each month, complete the Monthly Financial Reports for the previous month.

7.     Ensure that accounting polices and procedures are followed at all levels of the agency and provide technical assistance and training to staff in all areas related to financial management and generation of reports regarding client funds.

8.     Establish procedures to monitor and control funds and clients bank accounts maintained by the agency.

9.     Prepare quarterly forecast and related materials to enable the CEO and Board of Directors to plan strategically.

10.  Ensure that cash-flow projections are accurate and maintained such that the agency never experiences a shortage of funds to meet its financial obligations.

11.  Prepare and submit required financial reports to contractors or governments entities as required

12.  Become familiar with agency insurance policies and provide support to ensure that they are current and that the policies provide appropriate insurance coverage for the agency.

13.  Perform other duties as may be assigned.
