SUMMARY/GENERAL DESCRIPTION OF RESPONSIBILITIES:
The Environmental Safety Health (EHS) Supervisor is responsible for implementing programs that prevent harm to workers, property, environment, and general public by promoting the proper application of occupational health and safety guidelines within the organization. The ESH Supervisor will analyze work conditions and develop programs to control, eliminate, prevent disease, prevent injury, or prevent damage caused by chemical, physical, radiological, or other such agents.
He/she shall evaluate and address ergonomic factors that involve the impact of equipment design on a worker’s comfort or fatigue. He/she will conduct inspections and inform management of all observed compliance issues. He/she will advise management on the cost and effectiveness of safety/health programs, conduct training and evaluate program progress. This position will have direct supervisory responsibilities for ESH staff members.
ESSENTIAL DUTIES JOB FUNCTIONS:
· Develops, implements, and maintains ESH procedures plans designed for ensuring compliance with contract requirements, governing regulatory authorities, and company policies.
· Ensures compliance with safety procedures through inspections, training and evaluations while keeping abreast of any changes to laws and regulations that impact the organization.
· Installs and operates electronic equipment used to monitor environmental conditions during work activities (i.e. confined space monitoring).
· Tabulates data, prepares charts, graphs, and sketches as required to adjust safety programs (ex. injury rates, injury types, PPE budgets, lost time).
· Develops, maintains, and audits LOTO programs in accordance with company and site requirements.
· Develops and implements a full cycle chemical accountability tracking program.
· Responsible for reporting hazardous waste records to on site Government personnel (i.e. SARA RCRA data).
· In coordination with operations personnel, oversees the usage and reporting of Ozone Depleting Substances.
· Responsible for maintaining Material Safety Data Sheets (MSDS) on hazardous materials used in the workplace.
· Responsible for monitoring of employee exposure to hazards.
· Will maintain and purchase personal protective equipment for all appropriate classes of personnel.
· Will oversee the compliance of AST’s and UST’s.
· Will develop and maintain Safety contingency plans (fires, spills, etc.).
· Assure that all local fire regulations are met.
· Prepares technical documents for completeness and conformance to requirements.
· Prepares routine correspondence and reports; maintain computer program files; assist in the cleanup of hazardous spills and in the inspection of regulated facilities.
· Conducts safety and hazardous communication training on a variety of systems and regulatory requirements to all levels of the organization.
· Assists frontline management in root cause analysis investigations and preparation of reports.
· Coordinates and conducts weekly safety meetings, audits, and inspections.
· Monitors all hazardous materials used by contract personnel to include but not limited to procurement, receiving, storage, use and disposal (Pharmacy).
· Acts as coordinator of the spill response team.
· Investigate incidents and accidents and coordinate with management for worker’s compensation claims and actions.
· Evaluate performance standards against established program goals.
· Track and verify completion of corrective actions and ensure actions are commensurate with identified deficiencies.
· Maintains and updates Job Hazard Analysis programs (JHA, JSHA, etc.).
· Performs other duties as assigned
Job Requirements:
MANDATORY:
· Bachelor’s Degree (or higher) in Safety, Health or Industrial Hygiene, Environmental Engineering or related field OR a high school diploma or equivalent and at least eight (8) years of experience in a safety/environmental field
· US Citizen
· At least five (5) years experience in a safety/environmental field
· At least two (2) years experience in a leadership or supervisory capacity.
· Significant working knowledge in the application of OSHA regulations as applicable to facilities maintenance, facility operations, construction, and industrial safety/environmental programs in a large campus environment.
· Significant working knowledge of industrial hygiene case management, industrial medical practice (regular and emergency), hazardous materials evaluation / control, workers compensation, and personal protective equipment types / technical detail, ergonomics and job / task analysis.
· Ability to obtain and maintain a Top Secret Sensitive Compartmented Information (TS/SCI) level clearance, after hire
· Ability to supervise, train and motivate assigned staff members to attain stated objectives.
· Excellent customer service skills.
· Highly skilled in the use of computer systems, especially in Microsoft Office Suite.
· Excellent written and oral communication skills.
· Ability to display and maintain a professional demeanor at all times.
· Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
· Familiarity with basic mathematical functions.
· Medically and physically able to wear a respirator.
· Valid state driver’s license.
· Ability to lift 25 pounds.
· Ability to pass a pre-hire background and drug screen.
PREFERRED:
· At least ten (10) years of working with and/or developing large scale ESH programs. Preferably for a DOD installation, university campus, large commercial property group, or manufacturing plant.
· Graduate degree in related ESH (Environmental Safety Health) field.
· At least five (5) years of direct supervisory experience.
· Extensive knowledge of construction means and methods.
· OSHA Certified Hazardous Materials Technician.
· Hazardous Waste Operations and Emergency Response Certificate
