Position Description:
Enterprise Operational Risk and Control (EORC) is tasked to ensure
that the Firm has a sound operational risk management culture and
practices across all divisions and regions. This role is part of
the Firm-wide Operational Risk program covering all aspects of
Operational Risk across all divisions in Morgan Stanley in the Asia
region.

EORC performs a pivotal role in consolidating; understanding and
ultimately mitigating firm-wide operational risk issues. In order
to effectively perform this role a high level of interaction is
required with the various groups within Morgan Stanley to discuss,
understand and report upon risk issues on a timely basis.
Interaction is with all levels of the organisation. Frequent
communication with the Asia Risk Management Division is also
required to ensure transparency in capturing risk, front-to-back,
at business unit level and at country/regional level. Coordination
will also be required with the Internal Audit Department (IAD),
Compliance, SOX teams as well as with global EORC counterparts in
NY LN.

Asia EORC is part of the global EORC team and provides support
across all Morgan Stanley entities, including Institutional
Securities, Investment Management, Banking Operations and MSSB.

Key responsibilities for this role would include:

- Ownership of the monthly Firm-wide, regional country level
Operational Risk Report, including ongoing production, analysis and
development of the reporting

- Working with Operational Risk Department (ORD) and senior
management, to improve design, content and efficiency of
Operational Risk management reporting to various oversight
committees such as Asia Operational Risk Committee (Monthly),
country operational risk committees, and Executive Management

- Perform operational risk report generation adherence to
Operational Risk reporting procedure

- Ongoing review assessment of Operational Risk Incidents and
associated Action Plans, including thematic and root cause analysis
and review of incident post-mortems

- Operational Risk Incident, action plan verification for
'significant' incidents

- Develop Operational Risk Metrics program as well as ongoing
review, assessment collection of Key Risk Indicators

- Operational Risk analysis of data collected to identify key risk
themes from the various data sources (incidents, indicators,
assessments etc)
- User training for risk systems in the region (RITA, RADAR)

- Coordinate/assist facilitate self assessment programs (RCSA,
targeted risk reviews)

- Participate and provide input to highlight any operational risk
requirement in accordance with business and regulatory requirements
that relates to internal controls and operational risk management;
Implement/ execute the Firm-wide Operational Risk related projects
and initiatives as required

Skills Required:
I. Commercial / Business Orientation

- This role requires a very professional person that works hands-on
with all levels within Morgan Stanley. The candidate should be
self-motivated, with well-developed interpersonal skills. The role
is based around risk, and as such a strong focus on the control
environment is essential.

- The candidate will need to be able to interact comfortably with
various teams from front-office to back-office, sometimes with
senior management and as such must be able to articulate issues
clearly and succinctly and to challenge existing views.

II. Functional Knowledge

- Functional knowledge/experience in Operational Risk Management
and coordination with Business Support functions is required
in order to be able to determine their impact on risk and control.
The greater the knowledge of financial products, processes and
systems, the more value the person will be able to add to the role.
It would be beneficial if the person had previous experience in
Operational risk functions within Risk Management, or an Audit type
role of performing risk assessments. Analytical thinking is
required.

- This role requires proficient Microsoft Office skills, notably
Excel PowerPoint.

III. Professional Skills

- Candidates will be expected to demonstrate the ability to act
with integrity, and maturity. Flexibility is a key element as is
the ability to understand and react to changes in senior
management's priorities.

- Candidates should be able to plan and coordinate several tasks at
any one time. Candidates will be expected to set and achieve
deadlines for each deliverable. Attention to detail and quality of
presentation is a must, especially since the reports produced will
be used by senior management to assess their level of risk.

- Sound communication skills are required to enable effective
interaction with all levels of the organisation and to
coordinate/facilitate meetings. It will also be important to have
excellent team work skills, given that coordination is required
across global and virtual teams.

- The role will require liaison and working with other colleagues
and creating networks with external consultancies.

- Ability to communicate in English is required, another Asian
language is preferable.
