Job Summary:
Conducts on-site examinations and assesses Floor member and member organization's financial and operational condition and compliance with securities rules and regulations.
Essential Job Functions:
- Examine and analyze financial, operational and sales practice compliance of Floor members and member organizations.
- Reviews trading floor activities of member firms to ensure compliance with SRO and SEC rules and regulations.
- Examines members and member organization books and records to verify that their activities are in compliance with applicable rules and regulations.
- Reviews member firms financial data to ensure compliance with established procedures and regulatory requirements.
- Interacts with firm personnel in areas such as trading, compliance, risk management and regulatory reporting and reviews the records prepared in each area.
- Analyzes internal controls in key areas of risk and evaluates systems used by member firms to determine quality and reliability.
- Prepares written reports and conducts exit interviews to provide member firms with information on regulatory concerns noted during exams.
- Works in a team environment, with opportunities to supervise others and interact with senior member firm and FINRA personnel
Additional Essential Job Functions to be considered for a Financial Operations Examiner at a higher grade level include:
- Communicates findings and related issues to senior management of the members/ member organizations and other regulatory agencies, both verbally and in written correspondence.
- Prepares final examination reports and conduct exit interviews to provide members and member organizations with information to take corrective action.
- Participates in the development and of educational programs on regulatory matters.
- Makes recommendations to Unit management for enhancements to examination scopes.
- Represents the Unit/Division on committees on internal projects.
- Evaluates systems used by members/member organizations to determine quality and reliability.
- Analyzes and evaluates new products to determine compliance with established rules and regulations.
- Participates in the training of lesser experienced examiners on all aspects of Floor members/member organizations activities.
- Supervises and provides guidance, training and technical support to examiners; evaluates examination team and acts as liaison with Examination Directors and office staff.
- Reviews examination work papers and report to determine the quality and accuracy of examination findings.
- Manages multiple assignments where appropriate to assist the division in meeting its goals.
Education/Experience Requirements:
- Bachelor's degree in Finance, Accounting, Business Administration or a related discipline with a minimum of 9 credits in Accounting.
- Directly related experience in a regulatory, compliance or investigative role is highly desired, with securities industry experience preferred.
- Excellent analytical and evaluation skills related to activities of floor members and member organizations for rule compliance.
- Excellent interpersonal, written and verbal communication skills and computer proficiency are essential.
- Knowledge of various computer applications (e.g., MS Word and Excel).
- Applicants must achieve an acceptable rating on a pre-employment assessment of writing skills.
Additional Education/Experience Requirements to be Considered for a Financial Operations Examiner at a higher level include:
- Minimum of five to six years Securities Industry, Financial or Regulatory experience, including prior examination and/or auditing experience.
- Thorough knowledge of Self-Regulatory Organization and SEC rules and regulations, and generally accepted accounting principles.
- Excellent analytical and evaluation skills related to activities of floor members and member organizations for rule compliance.
- Full understanding of NYSE floor related surveillance applications such as MARS and ISIS2.
- Ability to examine financial, operational and sales practices of member firms for rule compliance.
- Expert knowledge of NYSE and SEC rules and regulations, including those relating to members and Specialist.
- Firms on the NYSE floor, and generally accepted accounting principles.
- Ability to supervise, train and evaluate staff.
- Ability to evaluate new products and systems.
Working Conditions:
- Work is normally performed in an office environment, with extended hours, when necessary.
- Challenging work environment, continuous learning, and constantly changing landscape.
- Dealings with senior industry management and become a part of ground breaking financial reform initiatives.
- Exposure to numerous areas of a broker-dealer's business.
- Overnight travel (approximately 25% per year) is required. FINRA examiners work in a team environment.
