Description Make a Difference Functional Specialist-Advisor (Senior) Level 5 (TS/SCI) - Washington DC Metro Area PARSONS/McMunn Associates, Inc. Parsons/MAI is looking for an experienced Functional Specialist-Advisor (Senior) to provide expertise, guidance, consultation, facilitation, and thought leadership to the client and/or project team based on specialized deep expertise in such fields as: engineering and technology; policy and administration; planning; analysis; training and development; facilities; communications; visual design; human capital; business; and management. This individual will also ensure the appropriate quality characteristics have been integrated into products; monitors products and services throughout the life cycle; validates/verifies adherence to specified requirements through test and measurement activities; manages/leads quality assurance activities. This is a proposal effort and pending award is anticipated to be available approximately 01 January 2012. Qualifications - Graduate Degree or equivalent - 15+ years of specialized experience - As a senior level advisor, has depth of expertise of NSGD AP 3100 plans, operations, and information services. - Proven organizational development expertise. - Proficiency in problem solving. - Strong, effective written and oral and communications skills. - Expertise in strategic planning and policy development, and the PPBE process. - Detailed knowledge of NSG, NSG functional management directives, NSG FM/AP 3100 responsibilities, NSG policy guidance, UGO, and organizational development. - Expertise in the NIPF and DIAP, and their association with GEOINT mission topics and the NSG Analysis and Production Plan. - Detailed knowledge of the Department of Defense (DOD), the IC, and their relationship with NGA and the NSG. - Strong data gathering and problem analysis/resolution ability. - Proficiency in using Microsoft Office Suite applications to include PowerPoint, Excel, Project and Word. - CLEARANCE: A current TS clearance with SCI access is required.
