Global Policy Strategy Global Public Policy (GPP) is a dynamic work environment encompassing policy analysis, policy development, and strategic direction and support on critical health policy issues. The policy consultant is part of a two-person team addressing intelligence gathering to inform internal policy and corporate strategy development, development of insights for product planning, policy development for emerging long-term issues, and strengthening of Lilly policy capabilities through the use of policy advisory boards. This position is not permanent and is for a fixed duration of three years. Key Objectives/Deliverables: The candidate will utilize knowledge and expertise in policy analysis and development to engage with cross-functional subject matter experts both within and external to Lilly to develop public policy positions and guidance principles on new or emerging issues of importance to the company. The candidate will contribute to the planning and execution of policy advisory board(s) to inform Lilly ??s policy approach toward issues and priorities and must be able to prioritize and convey policy insights in a way that is impactful for business strategy. Specific deliverables include: · Policy Expert: Function as a content expert on assigned issues. · Environmental Analysis and Internal Impact: Maintain awareness of global political and business trends, the political environment and key stakeholders, as appropriate, in order to anticipate issues and to inform policy development and commercial strategies. · Policy Development: Lead the development of public policy positions and guiding principles on prioritized new and emerging issues. · Policy Communication: Use evidence and supporting data to develop communication vehicles to convey Lilly position in order to appropriately support tactical implementation by key GPP and other Lilly Corporate Affairs colleagues, including those in Lilly ??s global affiliates. · Policy Capabilities Development: Assist with implementation of policy advisory boards, including identification of policy thought leaders, agenda development, capturing meeting outcomes and implications, and providing associated logistical support. Over time, the candidate may support global affiliates on their policy engagement campaigns by taking the business and policy knowledge gained in developing the policy strategy and applying it to specific legislative proposals. Minimum Requirements: · 5-7 years experience in policy, politics, or public relations roles shaping the health policy environment (8+ years preferred). Proven analytical and critical thinking skills · Demonstrated capability to strategically and critically analyze various policy and legislative proposals from multiple points of view and craft most effective arguments either for or against a proposal based on company's position. Policy analysis skills should include an understanding of quantitative analysis techniques including decision analysis, negotiation, and modeling · Excellent oral and written communication skills; All candidates will be asked to submit a writing sample · Excellent interpersonal skills and the ability to facilitate cross-functional meetings to reach consensus on policy positions · Demonstrated project management skills · Qualified candidate must be legally authorized to be employed in the United States.
