Global Trade Compliance Supervisor
Overview
The Donaldson Free Trade and Classification Supervisor will be responsible for overseeing Free Trade activities, product classification, and country of origin determination. This role supports all departments involved in international business transactions to maintain compliance with applicable laws and regulations. This position currently manages two Donaldson staff and one full-time on-site. Work will be performed with minimal supervision.
Free Trade Agreements
- Oversee the North American Free Trade Agreement (NAFTA) and Other Free Trade Agreement (OFTA) program processes and staff person to ensure completeness, compliance and consistency.
- Perform research on parts, laws and regulations to ensure accuracy of NAFTA and OFTA certificates and claims, as well as identifying and capturing potential saving opportunities.
- Ensure Customers receive accurate and timely NAFTA and OFTA Certificates of Origin.
- Maintain and manage all records for NAFTA and OFTA transactions.
- Assist the Global Trade Compliance Manager with supplier management issues as they relate to free trade agreements, classification, and country of origin.
- Develop processes and procedures to ensure accurate country of origin determination and record keeping.
Product Classification
- Oversee the process and staff person responsible for HTS classification, ECCN assignment, and Schedule B classification for US imports, Canadian imports, US exports, and free trade agreements.
- Create and deploy processes, trainings and tools to ensure product classification is performed accurately and proper documentation is maintained.
- Prepare and submit binding ruling (import) requests, as required.
- Manage classification change process to include creating reporting related to duty impact, documenting change process, and filing PEAs.
Process/Audit Management
- Develop and assist with compliance reviews and assessments (internal external) of corporate import activities related to free trade, country of origin, and classification.
- Create and manage process to reconcile differences in product classification with Donaldson's Mexico operations and other Customers.
- Coordinate, consult with, and train suppliers and internal departments, including engineering, manufacturing and purchasing to ensure accurate information is received to allow for country of origin determination, free trade analysis, and HTS classification.
- Develop and manage free trade, country of origin and classification forms, tools, templates and performance reports.
General
- Performs staff management duties, including resource planning and performance management. Ensures that staff is trained appropriately.
- Establishes priorities, goals and metrics for department and individual performance.
- Other duties as assigned to support the Global Trade Compliance department.
Requirements
- BS or BA in International Business, Logistics, business or related field
- Minimum of 8 years trade compliance experience
- Subject matter expertise in NAFTA and US HTS classification
- Demonstrated ability to determine Harmonized Tariff Schedule and Schedule B codes, ECCN and Country of Origin
- Licensed Customs Broker preferred; must be willing and able to obtain license
