Group Compliance Adviser – Data Technology & Operations recruitment

Key Roles Responsibilities

Advisory work and Risk Identification
* Support and assist the Head of Outsourcing and Offshoring and Head of Data to:
o be principal counsel for GTO on outsourcing and data governance and strategy, and on wider banking technology issues as they arise.
o pro-actively identify material legal and regulatory risks relating to outsourcing, offshoring and data.
o anticipate and assess key regulatory risk trends in the outsourcing and data areas and the wider technology and operations areas and feed into GTO thinking and planning, and into any lobbying efforts by the Bank in this area.
o contribute to the development and implementation of appropriate mitigation control measures.
* Act as co-ordinator and facilitator for other relevant compliance teams on Group wide initiatives on outsourcing, offshoring and data.

Controls development and implementation
* With the support of the Head of Outsourcing and Offshoring and Data, to pro-actively assist GTO in the implementation and embedding of the Group Outsourcing Policy and Procedures and the Data Governance Framework.
* To assist other compliance teams, and GTO, to develop and implement other associated frameworks, policies and tools which interfaces with outsourcing, offshoring, and data, and on wider banking technology issues.
* Works collaboratively with GTO and Operational Risk in the assurance processes for outsourcing, offshoring, and data.

Training
* Identify training and education needs of GTO and the Global Shared Services Centres, and work to develop and provide appropriate training (in conjunction with other relevant compliance teams where appropriate) to such stakeholders on outsourcing, offshoring and data.
* Provides ad-hoc additional training as and when appropriate.

Monitoring/reporting
* Proactively support and assist other relevant compliance team (Group, Regions, CB and WB compliance) in the development and implementation of appropriate compliance monitoring and periodic reviews for outsourcing, offshoring and data.

Partnership/ Collaboration
* Builds relationships with other members of the Data, Technology and Operations team across all geographies, and relevant stakeholders in GTO, the LC organisation, and in other risk functions.
* Endeavours to keep all relationships on a strong professional and collegial footing.
* Endeavours to take a holistic approach to the management of risk - the compliance issue may not be the most pressing risk issue.

Qualifications Skills

Technical Knowledge
* Preferable to have had experience advising or working in a global/ regional financial institution on outsourcing, offshoring, data and/or general banking technology issues.
* Possesses core technical knowledge in laws and regulations applicable to outsourcing, offshoring, data and general banking technology issues in Singapore, Hong Kong and the United Kingdom.
* Has an introductory understanding of variances in such laws and regulations across the Asia Pacific region.
* Preferable but not essential to have a basic understanding of general principles of contracting
* Has a grasp of the banking regulatory environment, and how that interfaces with the provision of technology service in general, and the use of outsourcing and offshoring in particular.

Compliance skills
* Core ability to provide specialist but pragmatic advice and solutions to the business
* Core knowledge in risk identification, risk assessment, controls development, training, monitoring and reporting.
* Relevant experience in both compliance and risk monitoring as well as sectoral knowledge of banking and IT.

Leadership skills
* Ability to engage and partner with senior business and risk function management at a global level, both to deliver thought leadership, value added service and to represent the LC function.
* Ability to partner actively with the other relevant compliance teams in the outsourcing and offshoring space.
