Head of Compliance, Global Services (GS) UKMEA
Reporting to Head of Compliance, EMEA
Job Role
Responsible for the management of compliance and regulatory issues for GS UKMEA including IMS and SSIA in the UK and oversight of compliance and regulatory issues within UK for Global Operations and State Street Fund Services (UK) Ltd.
Responsibilities
Ensure that the GS UKMEA compliance programmes address all relevant risks as well as corporate and local requirements, collaborating with Legal, Risk Management, Regulatory, Industry and Government Affairs, Enterprise Risk Management and Corporate Audit as appropriate.
Oversee Global Services Anti Money Laundering (AML) and Know Your Client (KYC) programs for the GS UKMEA region.
Act as Money Laundering Officer (MLRO) for GS UK and SSFS (UK) Ltd and Deputy MLRO for State Street Middle East and North Africa LLC (SSMENA)
Oversee the development, implementation, review and revisions of compliance manuals, policies, procedures and systems within GS UKMEA.
Monitor applicable changes in the regulatory risk profile for GS UKMEA and provide effective change management to address such changes.
Work closely with GS UKMEA management to establish an appropriate compliance culture throughout the business units.
Direct the activities of subordinate staff, including hiring, coaching, managing performance and development, of the GS UKMEA Compliance staff in the UKMEA region.
Provide strategic oversight to business line development through identification of key compliance issues and trends.
Ensure that appropriate compliance-related management information is produced and reviewed at appropriate intervals
Report regularly to regional committees, including the UKRCC and the business Senior Management Committees , with appropriate, timely and relevant information so that the committees can discharge their responsibilities effectively
Act as a liaison with regulatory agencies, internal and external advisors and other internal control groups on compliance- related issues for GS UKMEA and State Street Fund Services (UK) Ltd.
Develop effective working relationships and communications with staff and ensure that staff are motivated, developed and supported.
Support a culture of effective challenge
Maintain the highest standards of conduct and integrity and ensure compliance with accepted industry practice, company policies, statute and regulatory requirements
Authority and Escalation
Day-to-day management responsibilities for GS UKMEA Compliance is delegated by the Head of Compliance, EMEA, Significant matters will be escalated to Head of Compliance, EMEA and the appropriate regional committees, including the UK Risk Compliance Committee (RCC) and the relevant Senior Management Committees.
Regulatory Responsibilities
The principles of the Financial Services Authority (“the FSA”) require that approved persons take account of a number of requirements in the execution of their duties. These principles are outlined in the Code of Practice for Approved Persons (“the Statements of Principle” or “the Statements”) and require persons approved by the FSA to act with integrity in the delivery of their role. They must act with due skill, care and diligence and observe proper standards of market conduct.
Any approved person needs to be open and cooperative in their dealings with all regulators, including the FSA. Information must be disclosed appropriately and in a manner as expected by the regulator.
Any individual in a role deemed to hold significant influence by the FSA must ensure that the business for which he or she is responsible is controlled effectively and must exercise due skill, care and diligence in the commission of that controlling role. Any person in a role of significant influence must ensure that reasonable steps are taken to ensure that the business for which he or she is responsible is in compliance with the relevant requirements and standards of the applicable and relevant regulatory system.
REQUIREMENTS
Education Experience:
•Ideally holding either a university degree (or equivalent) or professional qualification e.g. Investment Management Certificate, Investment Administration Qualification or undertaking such qualification.
•FSA Registered
•Experience in leading large cross jurisdictional teams
•Experience in risk assessment, including the identification and evaluation of risks
•Prior compliance, AML/KYC, risk management and/or audit experience in a financial services organisation preferred.
Specific Technical Knowledge/Qualifications:
Essential:
•Standard desktop applications e.g. Microsoft Office/Lotus Notes, Microsoft Word and Excel.
•Solid understanding and knowledge of risk assessment and controls methodology.
•Knowledge of FSA, EMEA and/or SEC regulations.
Personal Profile:
•Must have good analytical and communication skills.
•Strong analytical, written communication, interpersonal, organizational and presentation skills.
•Ability to work accurately and on own initiative.
•Detail and deadline oriented.
