Head of EMEA Liquidity Funding Controllers

Position Description

Morgan Stanley is a leading global financial services firm providing a wide range of investment banking, securities, investment management and wealth management services. The Firm's employees serve clients worldwide including corporations, governments and individuals from more than 1,200 offices in 43 countries.

The Liquidity and Funding Controller (LFC) team owns the development and production of both internal and externally demanded Liquidity reporting for Morgan Stanley. Liquidity is a key area of focus for both senior firm management and our Regulators. Key clients of the team are Treasury, Firm Management, Finance Management and Regulatory controllers.

The EMEA LFC team is located in Morgan Stanley's London, Glasgow and Mumbai offices. The Glasgow and Mumbai teams are primarily responsible for supporting the Firm's liquidity data warehouse and production of reporting to the PRA, SEC and FRB. The London team is responsible for oversight of deployed locations; London based client and Regulator management as well as implementation of key projects, including the new Basel III liquidity ratios.

LFC are currently seeking an Executive Director to lead the EMEA team. The role is based in London and includes:

• Leading / overseeing the Glasgow and Mumbai teams and all related reporting production (team of 20)
• Leading the London Liquidity team (team of 7)
• Key member of Basel III project team
• Global lead on the execution and further development of the risk management and control architecture for Liquidity reporting
• Owner of key client relationships with EMEA Treasury and Regulatory controllers
• Member of EMEA Global Funding Controllers (GFC) management team with a direct reporting line into the GFC EMEA lead

The successful candidate's key deliverables will include:-

Controls
• Oversight and further improvement of the control environment
• Leading the renovation programme to further develop the front to back Liquidity reporting risk management process

Governance
• Leading implementation of the recommended future operating model across all liquidity reporting globally. Interacting with senior members of Liquidity Risk Operations, Regulatory Controllers, Corporate Treasury, Liquidity Hub IT and Bank Resource Management
• Leading the monthly Liquidity Governance Forum with key decisions being ratified by the Global Assets and Liabilities Committee (ALCO)
• Representing LFC on Liquidity Open Interpretation Working Group

Change Management
• Implementation of the LFC location strategy to reduce operating cost resource risk
• Leading projects to automate reporting / controls including the 'Change the Bank' project for General Ledger reconciliations, Basel III reporting build out etc.
• Proactive management of senior IT relationships

People
• Continuing the development of technical Liquidity expertise in the team
• Management of the team through the current growth phase into a more mature and stable structure

Position reports to EMEA GFC lead.

Skills Required

• Candidates should have proven leadership qualities with a successful track record of leading, motivating and developing teams
• Exceptional project management skills with a track record of leading large scale change development projects
• Ability to plan and redeploy resources to meet changing requirements
• Analytical thinker, meticulous work style and ability to troubleshoot and solve problems
• Willingness to take initiative to develop and improve processes
• Excellent client relationship skills
• Excellent communication skills, with the ability to explain technical and quantitative issues in clear and simple terms
• Ability to learn technical details and new processes quickly
• Adept at working in a fast-paced, high-energy environment
• Qualified accountant
• Financial Services experience essential

Skills Desired

• Product control and / or Regulatory control at a major financial institution
• Liquidity reporting or Capital reporting experience.
