Announcing an OPEN and PROMOTIONAL examination for the position of:

 

 

DUTIES:  An employee in this classification is responsible for varied administrative and clerical assignments involving the operation of programs, the implementation of departmental policies, and the gathering, preparation, initial evaluation and reporting of various program/project data.  This requires the application of independent judgment according to established policies and procedures.  Work problems involving important departures from standard policies are reviewed with a superior but ordinarily employees are expected to develop their own procedures and carry work through completion.  This position requires attention to detail.  Typical duties include:  initiates enrollment procedures and required reviews of all applicants and participants in various programs; interviews, determines eligibility and provides orientation to applicants, advising them of various program aspects; aids in the implementation of housing and community development activities and programs assigned to the department including Section 8 Housing Choice - Voucher Programs, Veterans Affairs Supportive Housing Program, Beloit Road Senior Housing, Housing Rehabilitation and Rental Rehabilitation Programs including field investigations; negotiates and monitors conformance with contracts, leases and agreements; monitors units for compliance with Federal Housing Quality Standards or such standards as modified by the City, including completion of work orders and repairs; makes necessary contacts with agencies, persons, or businesses related to the operation of various programs; resolves complaints; computes and prepares payment schedules and contract fees; assists in the preparation of periodic reports related to housing programs; maintains program case files, registers and records; assists in the activities of the Fair Housing Board and other programs within the department; and performs other duties as assigned.

 

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES:  Thorough knowledge of principles, objectives and procedures of various housing and housing management programs; ability to secure adherence with Administrative Plans, local, state and federal regulations and specifications; ability to make complex records, to assemble and organize data and to prepare clear and detailed reports from such records; ability to understand and follow complex oral and written instructions; ability to compose letters and reports relative to departmental policies and procedures; ability to establish and maintain effective working relationships with other employees, various public agencies and the public; knowledge of modern office procedures, practices and equipment; skill in the use of a calculator, copier, and other modern office equipment; skill in the use of an office computer/software, including  the ability to learn specialized software associated with management of federal reporting and management of various housing programs.

 

MINIMUM REQUIREMENTS:

 

An Associate Degree in Accounting, Business, Real Estate, or related field and three years of recent paid work experience in housing related programs; OR an equivalent combination of experience and training that would provide the knowledge, skills, and abilities to perform the "duties" stated above.

 

Proficient in the use of office computers including, but not limited to, Microsoft Office Suite (Windows, Word, Excel, Outlook, and Calendaring), etc.

 

Certification as Housing Specialist.

 

RESIDENCY:  The examination is open to all qualified candidates; however, an appointee must establish residency within the City limits or within a perimeter of 30-minute drive time to the workplace within 18 months of appointment.  Such residency, once established, must be maintained during employment with the City.

 

SALARY:  The 2011 (resident) hourly rate range is $21.35 to $23.84. The 2011 (perimeter resident) hourly rate range is $20.95 to $23.41.

 

BENEFITS:  Benefits include vacation accrual upon date of hire based on the vacation schedule; a sickness disability benefit plan; twelve paid holidays; a comprehensive health insurance plan (which is contributory) covering the employee and his/her family, with eligibility the first of the month following thirty (30) days of service; fully paid Dental Insurance covering the employee and his/her family, with eligibility the first of the month following six months of service; a dual pension system comprised of the Wisconsin Retirement Fund (fully paid by City through 12-31-11; partially paid thereafter) and Federal Social Security (which is contributory); after six months of service, a fully paid life insurance program with coverage in the amount of the employee's annual salary adjusted to the next highest one thousand dollars, with the option for additional coverage; an educational reimbursement plan for the pursuit of job related courses, seminars and workshops; and Voluntary Benefit Programs consisting of Section 125: Flexible Benefits for Dependent Care and Medical Reimbursement, Section 457: Deferred Compensation, TreasuryDirect Payroll Savings Plan for Savings Bonds, and an Employee Assistance Program (EAP).

 

EXAMINATION DATA:  The first step in the selection process will be a review and evaluation of application materials to identify those candidates who appear to be better qualified in terms of training and experience as these relate to the duties and requirements of the position.  Therefore it is necessary that applicants provide clear and specific information when completing the application materials. 

 

The examination will consist of a written exam designed to assess knowledge, skills, and abilities which pertain to the position and which will be weighted 60%.  Only those applicants who pass the written exam with a qualifying rating will be further evaluated in an interview, which will be weighted 40%.

 

Applicants will be notified later as to the time and place of examination.

 

SENIORITY POINTS:  One half point/year of seniority (no maximum) will be awarded to those candidates who receive an overall qualifying rating.  This applies to promotional candidates only. 

 

VETERAN'S POINTS:  Honorably discharged war veterans who receive an overall qualifying rating will be awarded special credit points upon presentation of proper proof of military duty.  This applies to open recruitment candidates only.

 

POST-OFFER DRUG TEST/PROBATIONARY PERIOD:  Persons offered employment must pass a drug test as a condition of employment.  All appointments are subject to a probationary period of six months; however, during the probationary period, employment may be terminated at any time if the employee is found to be unsuitable for any reason.
