Interim Deputy Section 151 Officer

We are currently working in partnership with a leading local authority based in the Midlands.  They are now looking to recruit an interim Deputy S151 Officer for a period of upto 4 months, possibly longer depending, who will be responsible for:

1.1 Plan, develop and implement strategy for operational management and development, to meet agreed Council performance, service plans, budgets and timescales, including customer satisfaction, cost and performance quality,within the Finance Service.
1.2 Establish and maintain appropriate systems for performance management and governance of the Finance Service.
1.3 Lead and develop direct reports and team members.
1.4 Responsible for the planning and development of Service budgets, and to manage relevant Service income and expenditure within the Council’s budgetary framework.
1.5 Be the professional lead within the Service, maintaining awareness and knowledge of relevant legislation, financial reporting standards, best practice and new developments, provide suitable interpretation to Members, Corporate Directors, Service Managers and other managers and employees within the Council.
1.6 To operate as a corporate manager across the Council and with relevant partners, to contribute to the evaluation and development of corporate strategy and performance in conjunction with the Service Management Team.
1.7 Maintain and develop organisational culture, values and reputation within the community and with all employees, citizens, suppliers, and partners, statutory and official bodies.
1.8 Ensure activities comply with and integrate with Council requirements for quality, risk management, health and safety, business continuity, legal requirements, employment law, equalities framework, environmental policies and general duty of care etc.
2. Finance Manager Role and Responsibilities
2.1 To deputise for the Council’s S151 Officer.
2.2 To be the Council lead for the following operational areas:-

· Accounting, Budgeting and Budgetary Control
· Income Generation, Fees Charges
· Payroll
· Procurement
· Financial Systems Management and Development
· Creditors and Debtors Transaction Processing
· Treasury Management and Banking
· Financial Risk Management and Insurance
· Collection Fund

2.3 To coordinate the production of the Council’s medium term financial strategy and annual budget exercise, within the context of the Corporate Plan, Service Plans, political priorities, consultation exercises and feedback.
2.4 To lead on the production of the statutory accounts and other statutory returns and claims, in accordance with agreed standards and timeframes, and to manage the associated external audit processes.
2.5 To establish and maintain a financial management framework which enables Service Managers to fulfil their financial management responsibilities, provides effective challenge and support, and produces monthly and quarterly financial monitoring information for members, senior managers and budget holders.
2.6 To work with the Finance Shared Service to provide effective and efficient transaction processing, debt management and financial systems management and development.
2.7 To lead on the production and implementation of effective Treasury Management strategies, policies and procedures, including cashflow management, loans and investments and banking arrangements.
2.8 Responsible for the Council’s financial systems, financial records and data quality, including upgrades, data structures, and data interfaces. In consultation with other Service Managers to ensure the data integrity of financial records within non-Finance owned systems and databases e.g. Car Parking, Housing.
2.9 To put in place appropriate arrangements to secure value for money and to demonstrate value for money, through procurement and support to commissioning, and through benchmarking and other external comparisons.
2.10 To review, develop and maintain effective financial controls and financial governance arrangements across the Council.
3. General
3.1 The areas for which the Service Manager is responsible will be kept under review and may change over time in response to emerging priorities and organisational development.
3.2 You are likely to be required to work outside normal office hours and attend evening meetings as appropriate.
3.3 The Service Manager is to be responsible for herself/himself and others in accordance with the Health and Safety at Work etc. Act and, in the case of all workforce supervised, to be responsible for the supervision of the workforce in accordance with the Health and Safety at Work etc. Act 1974, related legislation, the Council’s Safety Policy, the Service’s Safety Policy and operating guidance notes produced by the Council.
