The IT Director of Information Services Planning is responsible for the enterprise-wide planning of project and program management practices and Information Services Division (ISD) budget for on-time, within budget, and quality delivery of all ISD projects and program.
Directs and mentors a team of project managers, program managers, portfolio managers, and computer training and division budget staff.
This position reports to the Vice President and Chief Information Officer of the UNC Health Care System.
Responsibilities include:
Build and lead the creation and operation of an enterprise-wide ISD Program/Project Management Office or function (PMO).
Direct project/program managers with results-oriented business case development and IT governance.
Define and develop ISD program/project management best practices, governance standards, processes, metrics, and policy to ensure alignment with corporate strategy and goals.
Collaborate with multi-departmental leadership and other stakeholders to locate opportunities and develop and prioritize programs/projects according to relevant measurement criteria.
Partner with ISD, business leadership, and other key stakeholders to define opportunities, to identify and prioritize projects based on predefined criteria including return on investment, integration, process improvement, productivity, and compliance.
Lead enterprise vendor management activities to manage the multi-sourced relationships with key external service providers and partners, including vendor selection, contracting, vendor relations, and escalation of vendor issues.
Supervise program/project managers to ensure that all projects within ISD programs are delivered within the defined scope, quality, time, and cost requirements for customer satisfaction.
Ensure projects/programs are defined, tracked, and communicated in a consistent and effective manner.
Incorporate effective change and risk management controls.
Ensure all projects within ISD portfolios/programs are delivered on time, within budget and to an agreed upon quality level for customer acceptance.
Possess extensive knowledge and expertise in project/program management, portfolio management methodologies and tools.
Bachelors degree in Business Administration, Computer Science, Computer Engineering, Systems Analysis or a related field of study required; Masters preferred.
An equivalent combination of work experience and education can be substituted for the above requirements.
PMI Project Management Professional (PMP)® certified—within two years of hire if not currently certified. PMI Program Management Professional (PgMP)® credential preferred.
Seven to ten years of experience in IT project management, budgeting, contracting, strategic planning, and vendor management in a hospital environment or other healthcare delivery organization.
Master’s degree in Information Systems, Computer Science, Business Administration, or related field may be substituted for two years of experience.
Five years’ experience managing major projects and/or programs with multiple, large, cross-function teams.
Advance knowledge of information management practices, financial, and budgeting models.
Ability to translate business needs into IT strategic requirements.
Exceptional leadership, interpersonal, written and verbal communication skills; able to collaborate with senior leadership, cross-functional teams, and build relationships.
