The Securities and Exchange Commission is seeking an IT Operational Risk Manager (IT Program Manager) forour Division of Risk, Strategy, and Financial Innovation (RSFI) in our Headquarter Office, Washington, DC.

The Division of Risk, Strategy, and Financial Innovation (RSFI) was created in September 2009 to integrate financial economics and rigorous data analytics into the core mission of the SEC. The Division is involved across the entire range of SEC activities, including policy-making, rule-making, enforcement, and examination.

The Division of Risk, Strategy, and Financial Innovation is seeking an IT Operational Risk Manager (IT Program Manager) to help support operational and business processes of the Tips, Complaints, and Referrals (TCR) system. The TCR system is designed to centralize, automate, and generally improve the Commission’s ability to identify, track, and act on information shared with the Commission by the public and others about entities that may be subject to its regulation. The IT Operational Risk Manager (IT Program Manager) will have a direct role in supporting data management, operational risk assessment and mitigation, and systems management for the TCR system, particularly as it pertains to business processes and analytical capabilities.
Qualifying experience for:
The successful candidate MUST be a US Citizen.
- Candidatemust have one year of specialized experience equivalent to the GS/SK-14 level experience producing descriptive and statistical analyses;
- Extracting and compiling information about systems software and recommended necessary changes to resolve problems;
- Analyzing source system data to assess data quality; working on data normalization and integration;
- Designing and executing analyses of data using statistical software in order to identify patterns and trends, anomalies, and outliers;
- Designing, developing, testing, and implementing program logic and business rules using business process management tools;
- Developing and implementing data management policies and procedures;
- Developing technical best practices for data movement, quality, and cleansing;
- Ensuring accuracy and integrity of data and applications through analysis, coding, clear documentation, and problem resolution;
- Internal controls evaluation and improvement for data management, including risk identification, evaluation, and mitigation;
- Measuring and monitoring business processes and identifying bottlenecks and problems, and monitoring and reporting on compliance with policies and procedures.
Preferred Experience:
- Knowledge of data analysis, quality, normalization, cleansing, and management.
- Experience with business process management and analytical tools and techniques, including identifying system operational problems through data analysis, and conducting impact assessments, proposing changes, and facilitating necessary modification.
- Ability to design, plan and implement studies and analyses for purposes of reporting upon Quality Assurance; Process Measurement, Monitoring and Control; and Research and Analysis.
- Ability to identify, assess, and make recommendations for internal controls for data management, including risk identification, evaluation, and mitigation.
- Ability to communicate to identify problems and recommend solutions.
