This position will reside within the Transportation organization of Phillips 66, the downstream company. Transportation Overview ConocoPhillips owns or leases various Transportation assets - pipelines, terminals, marine vessels, railcars and trucks - to provide strategic, timely and environmentally safe delivery and storage of crude oil, refined products and natural gas liquids to its refineries and to carry refined products to the market. Position Description Direct, coordinate and supervise SAP Planner and four Major Maintenance coordinators. Has responsibility for small capital, pipeline integrity and major maintenance activities for the division. In addition, operations and maintenance activities; ensuring operations excellence standards are met to produce optimum operating cost control while meeting all safety, environmental regulations and performance goals. This position is responsible for maintaining the base contract maintenance budget and the establishment of the major maintenance budget. This Billings Pipeline Division team member position must be able to work under limited management and represent ConocoPhillips Pipeline Company in a safe, responsible and professional manner while performing in accordance with ConocoPhillips Pipe Line Company standards, policies, procedures and guidelines. This position directly interfaces with Management, Operations and Maintenance personnel within the division. Responsibility for Single Source Contractor to ensure schedule and resource need are available for work conducted in the field. Champion safety and environmental values and awareness for the facilities Understand and proactively respond to customer and partner needs Manage daily major maintenance activities as required Ensure safe work practices within the work group Develops Division Financial Budgets Ensure that Company policies and procedures are properly applied Drive continuous improvement and operating excellence Complete and forward applicable paperwork as required Supervise, direct and train personnel as required Closely communicate with Area Supervisors and Capital Project personnel to ensure coordination of projects Responsibilities Planning, scheduling, and executing major maintenance and small capital projects in a safe, consistent, and efficient manner Promotes a culture that delivers excellent HSE performance Plans, schedules and executes major maintenance and small capital projects throughout the Division Works with Procurement to select, mentor, and manage major maintenance contractors optimizing safety and efficiency Responsible for consistent compliance with ConocoPhillips Pipeline Company policies and procedures Responsible for major maintenance budgets, short and long range plans, forecasts and cost performance Assures full compliance with company and code requirements Works with Operations to ensure adequate field support for successful execution of major maintenance and capital projects Interfaces with the Division Engineer, the Central Engineering group, Operations, Scheduling, and PTRRC to provide sufficient coordination and communication on projects Maintains sufficient contract resources, is the primary contact and interface for the Division Prime Contractor, training, and readiness to provide support for emergency response Utilization of SAP for material and service requisitions and cost tracking Directly supervises Maintenance Coordinators and Construction Field Representatives depending on workload throughout the Division, coaching, mentoring, and developing subordinates. Basic Requirements: Legally authorized to work in the United States HS Diploma 3 or more years experience in a Supervisory role. Must have valid state driver's license and be able to safely operate a vehicle. Must be legally authorized to work in the United States on a regular full-time basis Must be able to work in varied weather conditions. Must live within a reasonable area to job location in order to respond timely to all types of emergencies. Computer proficient with Excel, Word, SAP. Knowledge of emergency response processes and procedures. Working knowledge of DOT regulated systems Must be able to demonstrate safety leadership Willing and able to travel up to 30% of the time. Knowledge of maintenance and reliability processes and Integrity Management Program Preferred Qualifications: 10+ years experience in operations and/or maintenance pipeline industry. Strong knowledge of the liquid pipeline; industry operations and maintenance policies, procedures and regulatory codes. 5+ years experience in field construction and project management in the Terminals and Pipeline Industries Ability to plan, manage, and execute multiple small projects Can read, understand, and effectively use flow diagrams, schematics, sketches, charts, etc. Pipeline or Terminal engineering or technical background and experience In order to be considered for this position you must complete the entire application process, which includes answering all prescreening questions and providing your eSignature on or before the requisition closing date of April 8, 2012.
