The Manager of the Data Modeling team will be responsible for management of data models that support application development, integration, architecture and strategies. These models provide standard, consistent artifacts which document the knowledge about the data for enterprise consumption, and for enterprise data management. This position will manage Blue Shield staff and third party contractors' work involved in the development and maintenance of relational data models. This includes conceptual, logical and physical data models at the project and enterprise levels.
Management responsibilities include:
- Work planning and estimation, resource allocation, project prioritization, forecasting and monitoring of work
- Ensuring data model designs are consistent with Blue Shield's architectural roadmap and promote extensibility and usability throughout the organization and its external partners and customers
- Ensuring that standards and best practices for data models are followed, including consistent reviews.
- Delivering quality data modeling artifacts and services to projects on-time and within budget, meeting the application and business teams' data needs.
- Creation of metrics to track productivity, quality and enterprise completeness
- Providing leadership for driving implementation of data management industry best practices and team strategic direction, with continuous coaching and development of team to increase capabilities and knowledge
- Leveraging experience, knowledge and understanding of IT application development methodologies, and of the business data and processes:
- in management of modeling activities and team processes
- in delivery of efficient data design and integration, for the application development group and business intelligence community use
- Ensuring proper communications and effective processes are implemented to report status and progress to the application development groups and business intelligence community in a timely and transparent manner
- Providing developmental and training opportunities for team members; oversees research activities and evaluates findings; monitors on-going performance; communicates expectations and results on a regular basis
- Establishing department goals and action plans to support corporate objectives, and monitors and reports on progress in completing projects and accomplishing goals
- Communicating and interpreting changes in guidelines, policies, procedures and other related matters
- Supervisory responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; performance management and reviews; staff development; addressing complaints and resolving problems
Education/Required Skills:
Bachelor's degree and five years related experience and/or training; or equivalent combination of education and experience.
EXPERIENCE /CAPABILITIES:
· Five years experience in Data Management services and support, which must include data modeling.
· Data Administration, Metadata Management, Master Data Management, Data Architecture, and Data Quality experience is preferred, but only solid understanding of these principles is required.
· At least two years experience managing, coaching and developing technical staff working in cross-functional teams. Experience managing centralized, matrixed resources preferred, with strong focus on effective teamwork across all teams.
· Demonstrated ability to support multiple concurrent projects or initiatives and to deal with conflicting priorities. This requires solid capabilities in demand, resource and project management and in priority setting.
· Must have experience with full system development life cycle, and large corporate system/application implementation. Preferred experience with multiple methodologies and software architectures, and with complex solution implementation across platforms and applications, over time.
· Excellent human relations and interpersonal skills.
· Strong verbal and written communication skills.
· Demonstrated ability to effectively present information and respond to questions from groups of managers and customers, clearly and confidently representing the team.
· Experience in development of key partnerships to improve demand planning and team engagement processes, and overall perceived team effectiveness.
· Effective negotiation skills and conflict or issue resolution experience.
· Superior analytical and problem-solving skills.
· Health care payer background is not required, but preferred.
Supervisory Responsibilities:
Generally requires 3 to 5 years of prior managerial level experience. Has full management responsibility for staff (i.e. salary actions, promotions, performance reviews, and disciplinary matters). May provide management direction to team members during project life cycle.
