Within HSBC certain roles are designated as High Risk Roles. High Risk Roles are those where employee malpractice could lead to significant financial and/or reputational damage through internal fraud, data loss, bribery or the leaking of confidential information. Role Purpose

The Job holder supports Senior Management in meeting their regulatory obligations and internal requirements by performing desk based reviews and monitoring across the UAE and the MENA region on Financial Crime Compliance matters to evaluate compliance with local  Central Bank regulations and Group’s Policies and international standards.

The jobholder assists the Regional Head of AML:  identify and contain regulatory, reputational and other compliance risks, foster a compliance culture in the Bank, optimize relations with the Regulators, protect the reputation of the Group and comply with applicable Group policies and standards and local laws and regulations.

In the execution of review and monitoring duties, the job holder must independently handle the tasks assigned to him/her and be able to take decisions on matters within their designated authority. The job holder must be able to independently analyze and critically evaluate the responses received without much supervision and escalate as appropriate.

The person will be responsible for Financial Crime Compliance (“FCC”)monitoring across all business lines in the UAE and as required and will be responsible for providing FCC monitoring advice and guidance to the compliance officers within the MENA countries, and ensuring that policies and product related support form a compliance perspective is provided at all times.

Principal Accountabilities

Impact on the Business/Function

Manage regulatory and reputational risk by providing appropriate FCC coverage and expertise through desk based reviews and monitoring.

Proactively assist management in identifying and containing compliance risk.

Undertake regular reviews of relevant businesses activities within with a focus on FCC related activities in order to ensure compliance with all applicable laws, regulations, codes and internal policies/procedures.

Discuss and agree reports with senior regional management independently.

Produce concise reports in a timely manner and follow up on the implementation of all recommendations.

Provide periodic training to the business and ACOs in procedures and practices necessary to achieve compliance.

Assist with Group/regulatory reporting and ad-hoc projects as required.

Ensure roll out of best practice within the HSBC offices in the Middle East region, and support the offices as required.

Have the ability to interact and influence senior management within business

Strong, persuasive personality required to cope with challenging business situations.

Provide guidance and training the Area Compliance Officers on FCC policies and procedures.

Provide advice on compliance issues that arise through the country compliance functions

Liaise with GMO Compliance and GMO functions on FCC related matters, reporting of KPIs and other matters requiring MENA representation

Support the FCC Compliance team by providing back-up coverage for leave and vacation.

Operational Effectiveness Control

Conduct reviews for Branches and Business areas for Financial Crime Compliance. Produce review reports and make recommendations.

Support Regional Head of AML Compliance on country compliance reviews

Raise exceptions through IRIS reporting system and make decisions on reporting to senior management.

Immediately escalate to Regional Head of AML Compliance or RCO as applicable any material breaches or potential breaches of Laws, Rules and Regulations

Knowledge Experience / Qualifications 

The jobholder must have at least 4 years experience within one of the business lines r in an AML, Sanctions or Anti Bribery Corruption Compliance / control role.

The ability to multi-task across many fields involving potentially complex projects and multiple teams

Minimum of a Bachelors degree in business, law, accountancy or related field or equivalent experience.

Proven communication and influencing skills with the ability to communicate and in writing at all levels

An excellent command in English

Strong analytical, organisational and planning skills required, along with the ability to work independently.

Excellent drafting skills and ability to produce high quality reports.
