Manager Operator Services
Directs, manages, plans and administers the operation and administrative activities of the Operator Services Departments for entire Service Area. Manages staff, responsible for business and professional plan development for both the department and staff. Develop and monitor budget; accountable for a capital equipment inventory. Manage multiple initiatives, including comprehensive utilization of the Intellidesk system, advanced PBX operations, and anticipated Windows NT platform(s). Essential Functions: - Responsible to develop and present a comprehensive business plan each year, which includes proposed capital equipment, life-cycle systems and communications replacement, software and hardware enhancements, maintenance schedules and upgrades, and new service initiatives for all locations in the service area. Develop new program initiatives, such as integrating the advanced features of Intellidesk across the service area to provide increased customer service to employees and member/patients. - Develops implementation plans for initiatives, including communication and training plans. Develop standardized policies and procedures across the service area and ensure uniform application of those policies. Develop and manage a comprehensive training program for supervisor and operators to ensure standardization of practices. Create mechanism for measuring effectiveness of training programs; identify ongoing staff education needs. Develops benchmarking tools to identify best practices in the industry. - Recommends to Director areas for improvement, considering affordability and compatibility with existing systems within the organization. Qualifications: Basic Qualifications: - Extensive experience (5-7 years) in managing operator services department in a complex organizational structure. BA or BS in Telecommunications, Business Administration, Human Resources, or other related fields preferred, but not required. Possesses a valid California Driver's License. - Extensive project management experience in the telecommunications industry. Knowledgeable about recent advancement in the telecommunications industry such as Integrated Services Digital Network, Digital Subscription Lines, T Carrier Services, etc. Familiar with current software programs such as UNIX, Intellidesk, and Windows NT, Prior experience in developing comprehensive training programs for console users and service line staff. Proficient and/or certified in MS Office, Netscape, Ethernet, Novell, ISDN, DSL, etc. Possesses extensive knowledge of networking software such as transport protocols, client server, client software, remote access services, etc. Must be able to work in a Labor/Management Partnership environment. Preferred Qualifications: - Extensive experience working in a union environment preferred.
