Manager Trade Compliance

Atkore International is currently searching for qualified applicants for their Manager Trade Compliance position.
 
Key Responsibilities
This position reports to the Director of Global Logistics Warehouse Operations. Following are the key responsibilities but not limited to:
 
Trade Compliance  
The person in this position will be responsible to develop and implement the local processes and procedures at each ATKORE location needed to fulfill the business' responsibilities under the regulations of:
·         U.S. Customs and Border Protection,
·         The U.S. Commerce Department Bureau of Industry and Security and census Bureau,
·         The U.S. State Department,
·         The U.S. Treasury,
and any other regulatory agencies governing the import or export of goods to and from the United States.  This person will ensure that all local procedures are in accordance with Tyco trade compliance policies and manuals.
 
The specific duties will include but not limit to:
·         Screening of transactions and parties against restricted parties lists;
·         Tariff classification under the HTSUS, Export classification and licensing determinations;
·         Update/maintain trade compliance data elements in ERP and databases;
·         Determine country of origin/markings;
·         FTA determinations/documentation and other duty preference regimes;
·         Ensure all proper records are maintained;
·         Broker management;
·         End use certificates (and other required certificates);
·         Export/import filing requirements and Post-import/post-export reviews;
·         Routine communication with authorities/audits (official point of contact)
·         Routine government reporting
·         Valuation/application of assists
·         Routine corrective actions
·         Antiboycott monitoring and reporting to Corporate
·         Desk level procedures and Self-assessments
·         ITTQ questionnaires
·         Collection of metrics to facilitate analysis and coordination of audits
·         Develop and drive performance matrix for the business
·         Training at the Atkore level and ensuring the compliance to the process
·         Awareness of the local requirements
·         Implement cargo security programs, e.g., C-TPAT and Importer Security Filing (ISF)
·         And any other duties that may arise required fulfilling the obligations of the Company as they relate to the import or export of its products.
-       Manage the input and system maintenance of accurate Export Control Classification Number (ECCN) and Harmonized Tariff Schedule (HTS) classification as set forth by U.S. Customs regulations.
-       Manage import / export licenses and approvals from U.S. and foreign regulatory agencies
-       Managed the setting up a robust trade compliance program from scratch which includes training, building site level representation, documentation, centralized policies procedures.
 
People Management Cross functional leadership
-       Experience in managing min 2-3 direct reports and 10-15 indirect reports globally
-       Total experience 15-20 yrs
-       Hire, develop and retain people
-       Partner with Business Development, Legal, Distribution Planning, Sales Operations, Sourcing and Materials Management departments as well as subsidiary leadership to solve issues and build integrated solutions
-       Responsible for maintaining a positive, collaborative relationship between your team, business partners, and external service providers
-       Provide innovative thought leadership to the Atkore executive team on how to more efficiently and effectively run the global Transportations program
-       Manages department budget and monitors and reports regularly on departmental performance against plans and budget
 
Transportation/Logistics Experience
-       Implementation and execution of transportation strategy and carrier consolidation.
-       Managing, planning and overseeing all aspects of the global transportation, including the carriers relationship management
-       Strong knowledge to Develop, implement and maintain the global transportation strategy to ensure the customer and the company utilizes the best combination of price, service, regulatory compliance and product security.
-       Rates negotiations (flatbed, LTL and air/ocean international), freight optimization and carrier contracts
-       Experience in managing 100 plus million dollars global spend. (Atkore: $100M global transportation spend (TL/Flatbed: 80%, LTL: 6%, Air/Ocean International: 4% and Rail/Intermodal and Small Parcel: 10%))
-       Carrier performance and QBR management
-       Data driven decision making
-       Direct management of freight payment services and system automation to improve visibility in supplychain
-       Travel overseas and within north America
-       Exposure to Lean/Six Sigma
-       Experience in selection of TMS application and implementation
-       Good hand on Mapics/AS 400/ SAP
-       Ability to work with overseas (Asia) carriers and direct material suppliers given time zone difference.
-       Provided innovative, strategic recommendations to manage global transportation operations and work with internal and external partners to gain approval and implement recommendations 
-       Plan, build and manage global transportation improvement plans across functional peer groups and geographies.
-       Collaborate with subordinate supervisors, customers, functional peers, and senior management regarding the effects of transportation decisions on the corporation, including analysis and/or information regarding the industry and/or government (foreign and domestic) policies and regulations that may affect the company.
 
Strategic Management of global transportation in following categories:

·         Closely work with Freight Payment Provider and improve the data accuracy.
·         Manage relationship carriers and forwarders.
·         Lead and manage the carrier performance management.
·         Assist with C-TPAT compliance including documentation indicating whether foreign business partners are or are not C-TPAT certified and corrective action plan to meet security requirements.
·         Actively participate in the ongoing C-TPAT compliance initiative. Assist with compliance process to insure that the company is meeting C-TPAT goals with regard to DC security audits.
·         Develop and administer a trade compliance process that supports the goals of increased compliance and minimize possible supply chain risks to the company. Increased compliance reduces cargo inspection time and as a result reduces cost for the company.
·         Prepare reports and metrics as required.
 

Experience:
► Minimum of 10 years experience in relevant field including minimum of 5 years in a management role
► Bachelor degree mandatory and masters degree preferred (business logistics or technical area), Certified Brokers License (preferred)
► Technical expertise with the Export Administration Regulations (EAR), U.S. import regulations, and Foreign Corrupt Practices Act (FCPA).
► Knowledge of Customs Regulations, Harmonized Tariff classifications NAFTA
► Past experience at start up businesses and managing a team
► Work experience in the global business management

Knowledge Skills
-       Sr. Manager experience in current or previous organizations of min 5 yrs.
-       Working knowledge of logistics service provider companies and customs regulatory import/export requirements
-       Ability to create and design systems to increase overall efficiency. Bring strategic ideas to management, communicate change impacts, gain approval, implement changes and improvements effectively.
-       High business acumen, leadership, planning and organizing, as well as conflict management skills.
-       Advanced knowledge of Global Shipping Procedures and import/export trade compliance
-       Advance knowledge of HS classification and building process to maintain database up to date
-       Advance knowledge on CTPAT, NAFTA.
-       Ability to manage the working relationship with government authorities, brokers and forwarders.
-       Able to effectively lead and manage direct subordinate employees and multi-layer function.
