POSITION SUMMARY:
Under the direction of the Payroll Supervisor, assists in processing of bi-weekly payroll, enters new hire information into payroll and time attendance system and manages passwords for system, performs basic payroll inquiries, customer service inquiries, data entries such as payroll deductions, make-up time, garnishments, etc., ensuring completions of timecards and approvals, and other additional clerical duties related to the payroll process.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Data entry into payroll and time attendance systems such as entering New Hires, processing PAF Changes, personnel changes (site changes, allocation changes, pay rate changes, address changes), employee deductions, etc.
· Handles Employee Passwords – Assists in assigning passwords and troubleshoots inquiries to forgotten passwords.
· Assist in processing Incentive Pay and Make-Up Time Pay – Incentive pay is given for extra assignments. Make-up time is manually entered to pay at regular, not overtime rates. Also handled termination check processing.
· Enters payroll garnishments and submits appropriate paperwork to HR or outside companies on a weekly basis.
· Distributes pay cards and reviews card registration process with new employees.
· Creates approved electronic timesheet report, notified applicable supervisors to submit manual approvals, and maintains records of collected manually approved timesheets. Ensures collection of approved timecards follow-ups with employees on outstanding items.
· Pulls or updates the monthly reports to send out to supervisors and collects missing timesheets and reviews timesheets for meal break compliance.
· Prepares and submits payroll related employment verification information to HR as necessary.
· Inventories and orders stock and supplies based on present and projected needs for payroll related reports.
· Filing, document management and other clerical duties.
· Handles all customer calls and forwards issues as appropriate or researches basic payroll issues.
· Attends and participates in staff meetings to provide input towards department development and staff training.
· Responsible for reporting to work on time and maintaining reliable attendance in accordance with Agency policy.

EDUCATION and/or EXPERIENCE/POSITION REQUIREMENTS:
- High School diploma required and Accounting certification or degree preferred.
- Two (2) to three (3) years experience of increasingly responsible payroll/accounting experience.
- Knowledge of basic accounting principles, policies and procedures.
- Proficient in Microsoft Office, including Word, Excel and Power Point.
- Demonstrated ability to use 10-key by touch.
- Strong organization skills and administrative ability with minimal supervision.
- Ability to work effectively and professionally in a multi-task, fast-paced environment.
- Strong verbal and written communication skills.
- Must possess a valid California driver's license and maintain an insurable driving record under the Clinics' liability policy.
- Ability to work effectively with diverse staff and Agency demographics.
- Ability to work a flexible schedule as needed to fulfill departmental and Agency needs which may include weekends, evening, and holidays.
