PMO Lead – IB Operations Regulatory Reform recruitment

In response to global financial regulatory reform, IB Operations have mobilised a portfolio which will be responsible for the global delivery of Regulatory Reform projects within IB Operations. The portfolio includes programmes implementing capabilities in OTC Clearing, OTC Post Trade Reporting, Too Big To Fail planning, Basell III, Mercury, FATCA, and FTT implementations. The scope of the portfolio will also include oversight of local tactical regulatory programmes.

The programme management office lead role will be responsible for the running of the Programme management office along with establishing and running a global Design Authority.

Your role will be to manage the Programme Management office and Design Authority for the IB Operations Regulatory Reform Portfolio. Key Responsibilities include:

Programme Governance
• Create and maintain a single portfolio view of all global regulatory change programmes and where appropriate regional regulatory change programmes.
• Liaise with all key stakeholders and related governance forums, within and outside of IB Operations, to ensure clear cross-team accountability and to provide updates from/ input to work steams
• Ensure all components of in-flight or emerging regulation has an appropriate Operations owner and that a workstream has been identified or established which owns the physical delivery of any changes needed to our business (people, processes and systems)
• Escalate issues to respective management teams / committees
• Ensure suitable visibility across work streams, scorecard reporting, update / review meetings
• Identify areas of duplication and/or efficiency opportunities and potential cost saving
• Establish a clear communications plan throughout the various stages on implementation to be rolled out across IB Operations whilst leveraging all other stakeholder groups as applicable

Delivery Execution
• Own central view of milestones and deliverables
• Own consolidated impact assessment of all programmes on IB operations
• Co-ordinate the regulatory reform new item process (via Design Authority)
• Accountable for reporting of status to the various global management committees
• Identify and manage inter-dependencies across all workstreams impacting IB Operations regulatory response programme
o Liaise with respective programme teams to ensure correct and timely delivery
o Manage and/or escalate conflicts, issues and risks with respective stakeholders
o Own cross-workstream issues and drive to resolution
• Co-ordinate and drive execution of deliverables across IB Operations, through to the implementation and handover to RTB teams
• Perform QA review of individual workstream requirements and execution to ensure compliance with global design principals

In addition the IB Operations Regulatory Reform PMO Lead will also be expected to :
• Liaise on management / oversight of the overall Regulatory Portfolio
• Work on identification of cross program synergies / leveraging of skills and knowledge across this broader team

You will ideally have -

Demonstrable project management or project/programme management office experience gained within an Investment Bank environment (other Financial Services sectors may be considered)
• A proactive approach, working independently to tight deadlines with minimal supervision
• An inclusive ‘front to back’ approach, focus of thinking not restricted to own immediate functional area
• A strong verbal and written communicator who tailors communication to a broad range of audiences and levels within the organisation with confidence
• Structured and very organised
• A strong team player and relationship builder, comfortable in working with a global and diverse team/stakeholders across different locations and looking to work in a cross-product environment
• Able to anticipate potential problems, ‘think on feet’ to resolve and/or escalate appropriately
• Able to influence others over which you have no direct management authority at different levels in the organisation
• Able to work prioritise effectively in a rapidly changing environment
• Competent using MS Excel, Word and PowerPoint
It would be an advantage, although not essential, for candidates to have the following:
• Project management qualifications
• Understanding of global regulatory landscape (Dodd Frank, EMIR, MiFID)
• IB related regulatory experience and/or related systems at UBS gained while working in a Line or Project role
