Principal Subcontract Speciali

Job Title: Principal Subcontracts Specialist Job Description : Develop subcontract specifications, work statements, and terms and conditions for the procurement of materials and services from both Domestic and International Suppliers. Prepare bid packages, analyze and evaluate proposals, perform Price/Cost Analysis, Negotiate subcontract pricing provisions, perform supplier assessments and source selection, prepare/issue Purchase Order awards, and administer resulting subcontracts. Negotiate and incorporate subcontract modifications and terminations. Insure compliance with Public Law (FAR/DFAR/AMS), as well as company business policies and procedures, import/export regulations (ITAR/EAR). Work extensively with Integrated Product Teams including, but not limited to, Engineering, Quality, Operations, Human Resources and Program Management along with other key functional groups to ensure on-time delivery of compliant product at or below program budget. The candidate must possess the ability to simultaneously manage multiple subcontracts and priorities. This position may be located in Burlington, MA or Dulles, VA. Required Skills : · Candidate should have 6-8 years of related experience managing subcontracts for complex US Government programs · Experience in the use, employment and requirements of various subcontract types including but not limited to TM, Labor Hour and FFP is required · Candidates should possess a working knowledge of the Federal Acquisition Regulations (FAR) · Strong problem solving, negotiation, communication and organizational skills and the ability to act independently are required. · Prior experience in the negotiation and management of purchase orders and subcontracts in support of Government Prime Contracts is required · Strong customer service skills including outstanding communication and the ability to work across various functions and disciplines of SCM and Operations are required · Strong analytical skills required to review proposal packages, perform supplier due diligence, make recommendations on source selection and develop risk mitigation plans Required Education : Bachelor's degree in Business, Supply Chain or related field. May substitute experience for education. Other Requirements : Candidate should have the ability to obtain a US Government security clearance. Additionally, successful candidate must be willing and have the ability to travel domestic and internationally, potentially up to 40% of the time, and occasionally on short notice.
