System production facilities are in Osaka, Japan. JOB SUMMARY Supports the procurement process by documenting and administering contracts to completion. Prepares bidders list, requests for proposals and price quotations, purchase orders, and other formal procurement instruments, and provides guidance to less experienced procurement agents. MAJOR RESPONSIBILITIES Procurement Sourcing, Negotiating, Evaluation and Analysis Activities Commit the company by drafting and administering purchase orders and contracts, contract changes, and other procurement instruments within authorized limits. Enhance opportunities to achieve program objectives by analyzing and negotiating mutually acceptable supplier price, schedules, and terms and conditions. Clarify issues, influence decision making, and resolve conflicts by interfacing with customers and suppliers and initiating written communications. Comply with State and Federal procurement regulations by understanding and incorporating appropriate terms and conditions into procurement contracts. Demonstrate knowledge of procurement policies and procedures by complying with legal requirements, procurement practices and ethical standards in all procurement processes. Maintain compliant procurement documentation and confidentiality of propriety information by verifying contents against requirements and adhering to established policies and agreements. Leadership Support Corporate goals for small business/small disadvantaged business by promoting the use of qualified sources and by seeking, encouraging, and assisting new candidates to become qualified. Manage supplier performance by monitoring and evaluating supplier compliance with contract cost, quality, and schedule requirements and by using a variety of problem solving techniques to identify and resolve problems. KNOWLEDGE/SKILL REQUIREMENTS Ability to take a leadership role in the management of suppliers. These activity includes but are not limited to management of daily activities, supplier performance (cost, quality and schedule), and pricing negotiations. Ability to take on a leadership role also essential when working with internal departments. Excellent oral and written communication skills are essential to this position. Regular internal contacts includes various different departments including but not limited to Engineering, Quality, Program Management, and Accounts Payable. Act as the primary interface contact for suppliers. Proficient in MS Office suite of software applications. Knowledgeable level of understanding MRP or ERP systems (i.e. Oracle, SAP, Bonn). Ability to comfortably work with various levels of management. High level of complex problem solving is required. Ability to develop solid working relationships with supply base and internal customers. Strong customer service skills to meet expectations of external and internal suppliers through creative problem solving techniques. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Determines methods and procedures on new assignments.
EDUCATION/EXPERIENCE REQUIREMENTS Prefer a 4-year college degree or equivalent. 3 - 6 years of related purchasing experience. OTHER REQUIREMENTS 70% of time will be sitting and working on a computer. 10% will be walking and/or standing and 20% sitting in meetings. International and domestic travel required, up to 20%.
