Role Overview
The EBRD finances public and private sector loans in its countries of operations in Central Eastern Europe and in countries of the former Soviet Unionas well as the (for the Bank) new Southern Mediterranean ('SEMED') region. Procurement within these projects, either financed directly by the Bank or by donor funds managed by the Bank, is governed by the Bank's Procurement Policies and Rules (PPR) as approved by the Board.
The Procurement Director is the custodian of the PPR. The Procurement Director exercises this responsibility with the assistance of procurement specialists whose functions always involve, at varying degrees, two components: a policy function (expert interpretation of the PPR) and an implementation function (advising the operation Team, clients, ensuring compliance, monitoring).
This job description covers the position as Procurement Specialist in the Procurement Department with a focus on the support of the Senior Procurement Specialists in the Procurement Department and on what is for the Bank a new geographical region, SEMED.
Key Responsibilities and Deliverables
The Senior Procurement Specialist is a very senior procurement authority and is the person through whom the Director of PD exercises his/her responsibility for the procurement policy function, on both public and private sector procurement matters.
The Procurement specialist position for which this Job Description applies shall support the Senior Procurement Specialists with a range of various duties related to procurement and contract implementation in all countries of Bank operations but shall also have a special task to ensure that the Procurement Department is able to exercise its role in the SEMED region, when so required.
As part of his/her responsibilities, the Procurement Specialist shall:
- Ensure that the Bank's Procurement Policies and Rules, Standard Tender Documents and other information provided on EBRD's Project Procurement and intranet pages are available in French.
- As appropriate, review or translate existing procurement guidelines and standard documents in order to maintain these in French.
- Support the Senior Procurement Specialists in their review and analysis of countries of operations' procurement laws and practices as well as co-financiers procedures to assess their compatibility with the PPR with a specific focus on the SEMED countries.
- Actively participate in meetings with PD staff and Business Procurement Specialists, sharing lessons learnt and proposing improvements.
- Assist the Senior Procurement Specialists in reviewing procurement related complaints and in other review processes.
- Assist the Senior Procurement Specialists in managing Independent Procurement Reviews of public sector projects in order to determine their degree of conformity with the agreed procurement and implementation procedures.
- Participate in the preparation of the Annual Procurement Report to the Executive Committee, the Audit Committee and the Board of Directors.
- Assist the PD coordinator for the Master Programme in Public Procurement Management which is a joint initiative between the Bank and the Tor Vergata University in Rome.
- Assist the Bank in the development, implementation and operation of an e-tendering platform to be used by the Bank's clients using the Bank's PPR, particularly in providing help and assistance in use of the system to Bank's clients.
- Do researches and prepare analytical reports in respect of different aspects of procurement;
- Support the PD with other tasks as appropriate.
Essential Skills, Experience Qualifications
Candidates must possess practical and relevant procurement experience (minimum 5 years) and be educated to a university degree level or equivalent, preferably in business administration, economics, engineering or law.
This position requires:
- French and English to an excellent level both oral and written. Knowledge of the SEMED region and Arabic is an advantage.
- Practical experience in procurement involving international procurement with knowledge and understanding of the procurement principles and practices of multilateral development banks and national procurement procedures.
- Experience in reviewing tender documents and procurement policies or regulations.
- Good communication and presentation skills.
- High level of integrity.
- Good analytical and computer skills
