PROGRAM ANALYST, LEAD (TECHNICAL)
Duties and Responsibilities: Provide leadership across a wide-range of HUMINT/CI IT implementation and marketing related issues--including support to multiple program development initiatives and customer engagement strategies. Formulate value IT initiative value propositions. Lead government counterparts and team members in establishing a communications plan and developing appropriate messages. Develop briefing slides, web content, articles, opinions, newsletters, etc., that effectively present program targets and accomplishments (e.g., key performance parameters, measures of effectiveness, measures of performance, gaps closed, cost/schedule/requirements status, etc.) Perform as editor for work products and deliverables. Prepare professional, final versions of artifacts using advanced formatting features of MS Office applications. Establish and maintain a version controlled library of briefing, marketing, and documentation materials. Present, and support presentations, to audiences of all levels, technical and non-technical. Support the development, review and editing of requirements and design documentation (to include JCIDS, IA, DoDAF, and SDLC). Develop milestones, plans, schedules, and strategies to integrate CI/HUMINT applications into a consolidated system of systems to improve interoperability and collaboration. Produce, and support the production of, various status and significant activity reports as required. Required Qualifications: BS degree in technical or business field plus 7-9 years experience in the intelligence environment. Experience as a program/project manager and/or business analyst. Must have a practical knowledge of expressing and evaluating program performance in terms of cost, schedule, requirements, and performance measures. Must have strong communication skills (i.e., written and verbal) to be able to relate to functional and technical government, military, and contractor counterparts from mid- to senior-levels. Must have strong MS Word, MS PowerPoint, MS Excel and Visio skills. Must have strong editing ability to ensure production of professional, polished messages, work products and deliverables. Must demonstrate initiative and strong organizational skills to engage customers, develop, and sustain communications effort momentum. Must be able to work independently and cooperatively with other contractors, government and military personnel. Must have current TS/SCI and ability to obtain polygraph. This position requires candidates to currently hold a TS/SCI with Polygraph security clearance. Due to the classified nature of the program we are unable to advertise the specific polygraph.
