Program Support Office Director
Summary:
Incumbent will manage the performance of the Program Office functions. He/she will ensure that budgets, schedules, exhibits and summaries are prepared to meet contract and project requirements. Will manage the Program Office according policy and procedures. This role will require frequent coordination with senior management, program managers and project personal to ensure the adequacy and effectiveness of program support. He/she will interact closely with clients and subcontractor representatives. Duties are complex and are performed under general supervision. Considerable independence is needed in carrying out daily assignments. Judgment and creativity are exercised regularly in program-solving and in providing guidance and recommendations. Travel may be required.
Responsibilities:
· Manages the Program Office team in planning, financial management, budgeting and forecasting, cost control, scheduling, data management, performance assessment, status reporting and contract monitoring for company projects.
· Enforces program management policy and procedures in support of the overall company management culture.
· Applies advance methods, theories, and techniques in investigating difficult requirements and solving highly complex problems.
· Formulates concepts, approaches and technical content of new business proposals in area of expertise. Provides input to cost data.
· Serves as a company consultant in areas of special expertise, giving professional appraisal where necessary and offering solutions regarding programmatic matters.
· Advises senior management on the overall state of project financial and schedule status.
· May assist in arbitrating and resoling procedural issues arising from the daily interaction of Program Office and project activities.
· Ensures the adequacy and effectiveness of the program support is provided.
· Prepares and maintains applicable summaries and reports. Maintains budget for the function and monitors expenditures to assure adherence to budget requirements.
· Manages the development and implementation of applicable operating systems.
· Organizes program workloads and assigns special projects to selected staff.
· Other related duties as assigned
Qualifications:
· Bachelor Degree in business management, financial management, accounting or related discipline
· 8 years’ experience in contract interpretation, budget development, administration of government projects, including advance principles, procedures and practices.
· Prior management experience required.
· Expert knowledge of accounting principles, project management and project control processes, required.
· Must be able to interact well with all levels of employees to include senior management.
· Requires excellent business judgment
· Must have excellent written, verbal, listening and presentation skills
· Requires the ability to resolve problems in a team environment.
· Must be have working knowledge of Deltek products (Costpoint, Planner, COGNOS, CRM),
MS Office Suites to include MS Excel and MS Access databases
