Overall Job Purpose
The Legal and Compliance Change (LCC) Delivery area supports Regulatory activity by managing underpin the delivery of regulatory programmes and other significant change programmes, focusing on to improving cost and risk profile, operating efficiency and service quality. The remit of the role will engage with stakeholders across other Central functions as well as all Business Units.
The Portfolio Director must be able to manage a portfolio of project and programme deliverables, managing the co-ordination and delivery against plan and budget, and support Senior Executives. They will take on the following responsibilities on large, complex change initiatives with executive level sponsorship across multiple business areas and geographies and on strategic programmes of work covering a portfolio of large projects and initiatives:
- Provide senior executive level updates to provide accurate, timely and insightful analysis of the progress of the change initiatives and the impact on the business, and requesting intervention where necessary.
- Ensuring the various steering committees and boards as well as the Accountable Executives has complete oversight on the programme progress and good understanding of all the risks and issues.
- Build 'trusted advisor' relationships with internal customers at a regional and global level to understand their objectives
- Liaise with Senior Executive stakeholders outside of the Compliance function who are sponsors of High Profile regulatory programmes
- Determine the impact of any project/programme changes on the business case, and re-forecast benefits.
- Oversee a portfolio of high profile regulatory change programmes that are being run across the bank within multiple geographies and business areas, ensuring that internal and external regulatory change requirements are met.
- Monitor progress to ensure change programmes are delivered on time and within budget, and business results are realised.
- Maintain a quality assurance process for the project/programme and participate in the review process. Understanding and defining the internal and external regulatory change requirements.
- Provide the appropriate framework and guidance to the Business units to ensure programmes are correctly set up with appropriate ownership, governance and organisation framework to deliver the required changes to a high standard, on time and to budget.
- Build strong relationships, adopting a joined up approach, to execute change programmes at pace and with minimum conflict
- Manage project resources, including providing line management for members of the change team.
- Understand and manage programme client/stakeholders' requirements and expectations taking full responsibility and accountable for the deliverables set out by the customer.
- Management and Reporting of programme costs on timely basis.
- Ensure projects and programmes adhere to regulatory requirements, Group policies and standards and minimise general risk to the Group.
- Line manage selected individuals within the portfolio change resource pool, including where permanent employees, Performance Management, Interim and Annual Reviews and development needs.
- Provide leadership and coaching to ensure that all staff are aligned to the goals and culture of portfolio change delivery and the organisation.
- Rigorously discharge all of the organisation's HR policies in respect of staff that are line managed.
- Act as a role model in terms of both delivery and behaviour for all change delivery staff.
- Demonstrate a total commitment to the personal and professional development of all members of the change delivery team.
- Provide objective feedback and input into formal Performance Management Reviews and Annual Reviews when required for all direct reports.
- Mentor and coach colleagues and clients by sharing experience and knowledge with particular emphasis on communication plans and communications delivery
- Identify, propose and champion new and improved change management methods, tools and techniques.
- Maintain leading edge personal and professional development by regular and focused activity, which covers the complete spectrum (i.e., conferences, courses, personal coaching, etc).
Other main responsibilities include:
- Represent the Group across the various teams in delivering change initiatives.
- Ensure definition of requirements working with the end users, communication of these to the business and IT, and assist in ensuring these requirements are successfully implemented.
- Contributing to the project initiation stage, when the project is defined, scoped, planned, and the business case is developed and agreed with business users.
- Project management and support. Driving on time achievement of workstreams and support of the line resource.
- Assessment of control process and implementation of best practice models
- Identifying efficiency and improvement initiatives - restructure existing processes working with the BAU teams.
The successful candidate will need to be resourceful with good influencing skills and and strong leadership skills to deliver the change initiatives through various change teams across the Group.
The role will provide the successful candidate with a good overview of the various Central Functions and provide an insight into BU functions, products and systems architecture and provide opportunities to move into a business role in the future.
Technical Skills/ Competencies
Successful candidates will be a highly capable and confident individual with excellent communication and stakeholder management skills. Individuals must be highly motivated, delivery focused and able to coordinate or influence multiple activities across various disciplines within a bank.
Essential
- Proven track record of delivering large scale regulatory change programmes in banking or financial organisation
- A proven track record of creating, developing and leading sizeable teams to deliver complex projects.
- Good understanding of End2End Control Processes, strong systems knowledge and interface controls
- Excellent change management experience and self-starter evidence of driving change and improvement.
- Strong interpersonal skills with proven ability of organisational planning, resource mobilisation and problem solving.
- Confidence and gravitas - ability to deal with multiple stakeholders in different clusters, some of a more senior level to the candidate.
- Ability to work effectively under pressure with competing and rapidly changing priorities.
- Ability to develop cohesive working relationships with internal/external stakeholders.
- Ability to bring analytical rigour and structure and effective solutions to poorly-defined problems
- Strong communication and interpersonal skills
- Typical qualifications would include a Masters degree / equivalent experience and the role holder will have professional qualifications in Project Management e.g. Project Management Professional (PMP)..
It is essential that the candidate has a proactive flexible and a hands on approach to work, as a pre-requisite for working effectively as part of the Legal Compliance Change team. They must be prepared to turn their hand to lead other initiatives if needed, while ensuring that the core Change responsibilities are maintained.
Knowledge and Expertise
Preferred
- Accredited in Programme and Project management (e.g. Prince 2, MSP)
- AML/Sanctions/Operations Experience
- Experience in large scale IT and business change programmes
Good understanding of End2End Control Processes, strong systems knowledge and interface controls.
