FUNCTION: Assists with pricing strategy and oversees development of business proposals. Reviews status of projects and budgets to ensure projects are performing within budget and funding restraints. Forecast results of operating groups and works with project managers and senior management to develop and monitor annual corporate budget.
DUTIES AND RESPONSIBILITIES:
- Oversees and/or manages the financial aspects of ongoing CPFF, TM, and FFP projects and serves as liaison between project management, the project team, contracts, business development, pricing and accounting.
- Reviews status of projects and budgets and prepares required reports for both internal and external stakeholders. Prepares ETCs and EACs for contract work and performs and/or assists in financial analyses. Performs analyses and prepares reports to ensure that contracts are performing within budget and according to contract milestones.
- Incorporates 'best practices' into SOP's and ensures uniformity in application of SOP's.
- Works with appropriate project staff to improve project management tools and manual.
- Tracks funding availability by maintaining accurate records of expenditures. Assists project managers in preparing, monitoring, and reporting expenditure projections. Assists in submission of timely requests for additional funding to the customer.
- Works with accounting to ensure financial information is accurate and properly accounted for. Troubleshoots errors in the accounting system and submit corrections to the accounting department when necessary. Also assist with internal/external audit.
- Prepares Rough Order Magnitudes and financial portion of proposals and works closely with PM to ensure the proposal budget aligns with the scope and schedule of the project.
- Responsible for developing cost proposals. Works with Technical proposal team to ensure consistency in labor hours proposed and approach are consistent between RFP proposal. Sets and enforces deadlines for receipt of cost information from project managers, subcontractors, consultants, and others providing necessary cost information. Notifies Contracts group as necessary to initiate any teaming agreements, consultant agreements, or letters of intent resulting from proposals. Will assist as required in the analysis of the RFP.
- Assists with creation of corporate budget. Maintains and updates the project forecast database.

Required Experience
Accounting degree or equivalent experience and 5 years experience using detailed spreadsheets, including at least 3+ years government contracting experience. Must have strong financial and analytical skills. Must be able to identify and resolve complex financial issues for multiple contracts with minimal supervision. MUST HAVE extensive experience in government contracting that includes a thorough understanding of Estimates at Completion, and preparation of cost proposal spreadsheets. Experience with Deltek/Costpoint, IMPROMPTU/COGNOS, intermediate Excel, Earned Value Management and demonstrated experience assisting project managers preferred.
