Project Management: Workforce Strategy, Manager / Director

Position Description

Area Overview
The Workforce Strategy (WS) team is an internal team that helps business units think strategically about HOW (Employee v. Vendor) and WHERE (CBD, Near Shore, Far Shore) their business or operation should be staffed and located. WS works with key stakeholders in identifying opportunities in Morgan Stanley's metro sites to transition roles to offshore and near-shore sites and to execute on these plans in the most efficient way, all aligned to the Firm's long term growth strategy.

The WS Global Transition Management Team is a project team which focuses on the Firm's Deployment (Off-shoring/Outsourcing) Strategy. This group primarily project manages deployments on behalf of Firmwide Business Units to Morgan Stanley's Global in-house Centres (GIC), and to 3rd party vendors. These GIC's include: Glasgow, Budapest, Singapore, Baltimore and Mumbai.

This group is responsible for centrally maintaining the global project plan, managing the day-to-day running of each transition as well as providing advisory services for any issues or queries the transition managers may have. Cross divisional interaction is key to ensuring a successful transition.

Principal Responsibilities
Transition execution
• As an expert in the transition process, act as a guardian of the transition methodology and ensure compliance with the controls of the process. Work with the sending/receiving management teams to ensure all transition steps are successfully completed to the required acceptance criteria.
• Build relationships across the firm with the supporting functions, including Operations/IT, FCG, HR, Corporate Services, EFS, Legal Compliance, and leverage these relationships to resolve transition issues in order to ensure seamless transition of roles.
• Work with our Global team to plan the timing and execution of all Location Strategy moves for our key BU clients.
• Establish the project management tools and processes for each transition, including setting up and chairing the appropriate project governance meetings.
• Track and report on progress of each transition to plan, ensuring risks and issues are identified, escalated and resolved.

Reporting PMO
• Own and maintain preparation and analysis of various reports and project artefacts for Senior Management and other groups involved in deployment - Reports to include but not limited to Pipeline maintenance, project progress tracking, costing space planning etc.
• Responsible for ensuring month end reporting priorities are planned and met in a timely manner.
• Work with IT development group on automation of existing and creation of new reports.
• Provide data analysis on deployment trends and issue tracking to ensure common themes are understood and resolved across the entire Pipeline.

Team Structure
• London currently consists of 1 Vice President, 3 Directors and 2 consultants.
• The global team also has a presence in New York consisting of 13 people as well as a presence in Budapest, Glasgow, Baltimore, and Mumbai.

Skills Required

• Previous Financial Services experience required.
• Candidates must have a good attention to detail, strong communication and good organisational skills.
• Ability to work well under pressure and expeditiously.
• Strong analytical skills for reviewing multiple data points and understanding trending.
• Ability to meet tight deadlines for regular reporting.
• Strong system skills for Excel and SAP Business Objects.
• Candidates must have the ability to work independently and be self motivated as well as being a team player.
• Candidates must be able to multi-task as many projects will run concurrently.
• Ability to identify and recommend process improvements to team management with a view to rolling out across multiple projects.
• PMO experience is desirable, and prior outsourcing / deployment experience would be useful but not critical.
• Transitions generally span multiple regions, and may require meetings and work during off hours to ensure all required teams are adequately represented.

Competencies Required for the role:
Commercial/Business Orientation
• Candidates need to be able to build relationships with senior BU client managers, quickly understand their client's business and their key drivers for deployment.
• The candidate will be expected to identify and escalate timeline slippage and any key transition key issues in a timely manner in order to avoid severe delays to the project completion.
• The candidate should be able to challenge more senior staff about the importance of completing each step of the process.
• Project status, Risks and issues reporting are key elements of the role. The successful candidate must have good attention to detail and will be expected to proactively foresee project delays.

Functional Knowledge
• Project management experience is desirable and outsourcing / deployment experience would be beneficial.
• Having knowledge of Operations and / or Finance is helpful when reviewing documentation related to Legal and supervisory requirements.
• It is important that the candidate is able to work in a flexible environment. In a project environment, plans priorities can and do change frequently. The candidate will need to demonstrate self motivation through this period.
• The candidate needs to be proficient with all Microsoft Office tools and demonstrate a degree of IT knowledge and awareness. Experience with MS Project and Visio is also desirable but not essential.

Professional Skills
• The candidate needs to demonstrate a high level of integrity given the sensitive nature of some of the information made available to them.
• Much of the sensitive information can only be shared with certain audiences and if unsure the candidate should be able to clearly differentiate between those that should and those that should not have this data.
• Due to the multi-tasking nature of the role, the candidate should be able to prioritise their own workloads accordingly.
• The candidate would be expected to share ideas within the team that could result in efficiency gains.
