Horizon Oil Sands
Horizon Oil Sands is an exciting part of our growth.  Full production capacity for Phase 1 is 110,000 bbl/d of fully upgraded, light, sweet synthetic crude oil.  We will see incremental production gains throughout the completion of future expansion and debottlenecking, with targeted full facility capacity of approximately 250,000 bbl/d.  Further phases of expansion will bring the ultimate capacity to 500,000 bbl/d.

Position Summary

THE OPPORTUNITY:
Our Horizon Oil Sands operation is expanding with project spending for 2012 forecasted at approximately $2 Billion with similar spending projected each year for the next 5 years.

The Project Manager will be a key member of the management team of the Major Projects Organization, with the ability to express opinions/ideas and to directly influence the outcome of all projects, with direct access and visibility to very high levels of the organization and the corporation and with options to develop a stable and growing career in project management.

The Project Manager will be responsible for successful execution of all phases of the assigned expansion project at the Horizon Oil Sands including:
                 o Contracting
                 o Engineering  
                 o Procurement
                 o Construction
                 o Pre-Commissioning and Hand-Over to Operations
* Positively impact the project's success by satisfying all technical, operational, commercial, maintenance and quality requirements defined in the specifications, standards and practices, and within the approved budget and schedule
* Communicate in a timely manner with all stakeholders to ensure their participation influence in the project as per the approved Grants of Authority and RACI charts

IT'S ALL ABOUT YOUR LEADERSHIP:
You will have the opportunity to take ownership and apply your expertise and leadership skills in leading, coaching and mentoring a team made up of staff and contractors with the goal to meet all milestones, scheduled timelines and exceed safety requirements. 
Your team will consist of:
* Engineer Manager with support Engineers for each discipline
* Construction Manager with Construction Coordinators and contractors
* Support from Procurement, Quality Assurance, Project Control and Safety

HOW WILL YOU MAKE YOUR MARK?
* Assume full accountability of all phases of the project and be prepared to apply your technical expertise and professional experience to achieve the desired results
* Foster productive and open communication across Horizon project teams and other business and support units
* Develop and update detailed execution plans for all phases of the project, so it becomes a tool used by all team members to define directions and guide decisions
* Ensure that all internal and external stakeholders have adequate opportunity to provide input, comments, endorsements and approvals
* Minimize risks through early identification, planning, and selection of best possible contracting strategies and proactive Project Management practices which focus on prevention of problems
* Lead bidding processes, ensuring adequately prepared bid packages, maintaining a transparent and competitive process and protecting CNRL's image and reputation
* Supervise and coordinate the efforts of the Contractors selected to execute the various activities so they perform diligently all the obligations under the contract defined for Engineering, Procurement, and Construction
* Ensure that adequate evaluations of the project are performed with the participation of qualified personnel during the sessions

QUALIFICATIONS:
* Typically 10+ years of related industry experience with Engineering Degree
* Registration or eligibility for registration with APEGA
* Certification in Project Management
* Familiarity with directing large International Contractors/EPC (Engineering, Procurement and Construction) firms
