Project Manager 3

Northrop Grumman Information Systems sector is seeking a Project Manager to join our team of qualified, diverse individuals. This position will be located in Ft Belvoir, VA. The Project Manager (PM) for the implementation of several Base Realignment and Closure (BRAC) related projects will support the JRDC program. The PM will coordinate the installation of IT architecture and infrastructure within newly constructed DoD managed buildings at Ft Belvoir, VA. The PM will also be responsible for the migration of services and MDA personnel impacted by BRAC as well as closeout activities.

Roles and Responsibilities:
* The Project Manager (PM) will be responsible for hiring against all
assigned tasks by completing the following responsibilities: posting
requisitions, interviewing candidates, reporting feedback and
scheduling interviews

  • The PM will coordinate with other Task PMs and the Scheduler to
    determine impacts to the schedule.
  • The PM will be responsible to brief all activities for both VBIII and
    HQCC in coordination with other Task PMs
  • The PM is also responsible for all Weekly Progress Reports (WPRs),
    Bimonthly Cost briefings, Bi-monthly status-risk briefings and weekly
    standup briefings
  • The PM also coordinates as needed with the Government POCs for
    situational awareness
  • The PM must assist with procurements as well as day-to-day
    property issues as it pertains to needs of the engineers
  • The PM will perform activities in the following areas: estimating,
    scheduling, budgeting/cost control and financial reporting utilizing
    Earned Value Methodology
  • The PM is responsible for metrics generation/reporting and generating
    process. The PM will communicate with Government clients, external
    contractors and internal peer organizations
  • The PM will be responsible for cost and performance on assigned
    projects
  • The PM is responsible for schedule which includes providing and
    maintaining an Integrated Master Schedule, managing/mitigating risks
    and understanding/coordinating change management impacts (e.g.
    negotiate schedules/time)
  • The PM will draft and submit budget proposals and recommend
    subsequent budget changes where necessary
  • The PM is expected to set and continually manage project
    expectations with team members and stakeholders and must identify
    and resolve issues/conflicts within the project team
  • The PM will coach, mentor, motivate and supervise project team
    members and influence them to take positive action and
    accountability for their assigned work
  • Basic Qualifications:
    To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Master's degree in a Management or IT related
    discipline and at least 10 years of relevant
    experience. Years of experience may be acceptable
    in lieu of degree
  • The PM must have excellent interpersonal skills,
    both written and oral and computer skills
  • Quick adaptation to shifting priorities, demands and
    timelines through analytical and problem-solving
    capabilities is a must
  • The PM must have the ability to elicit cooperation
    from a wide variety of stakeholders and to defuse
    tension among the project team, should it arise
  • The PM must have the capability to effectively
    prioritize and execute tasks in a high-pressure
    environment
  • Several years work experience in an information
    technology, networking, computer science or another
    related engineering discipline
  • Must be familiar with Microsoft Office applications
    including Project for scheduling tasks
  • Earned Value Management Experience with the
    ability to adhere to financial guidelines
  • Must be able to build partnership relationships within
    the department and with external organizations and
    customers
  • Ability to work harmoniously in a team environment
    with military, government civilians and other
    contractors is mandatory
  • Candidate must have or be able to obtain a DoD
    Secret security clearance
  • Preferred Qualifications:
    Candidates with these desired skills will be given preferential consideration:

  • PMP and/or ITIL certification, previous DoD
    experience, prior construction/IT infrastructure
    Project experience, IT background/experience
  • Position prefers a candidate with a current Secret
    clearance
