Project Planner Job in Liverpool, North West UK
An opportunity has arisen for a Project Planner to join the Office for Nuclear Regulation within the Health Safety Executive at Bootle. The ONR seeks to secure the protection of people and society from the hazards of the nuclear industry, by ensuring compliance with relevant legislation and by influencing the nuclear industry to create an excellent health, safety and security culture.
This role is to plan and organise the work aspects of the specified programmes, to collect, prepare and create schedules and reports of programme performance to the appropriate governance and management requirements, and undertake planning to support efficient and effective deployment of resource.
It requires engagement with programme managers, line managers and resource owners, building relationships and support networks to facilitate fluctuations and contingency requirements.
You will be required to support Programme managers, line managers and resource owners to estimate, schedule and allocate key resources required within the programme deliverables.
Please note that the successful applicant will be required to undergo rigorous checks to obtain SC level security clearance.
Key accountabilities
- To develop baseline plans to support and monitor the programme activities to track its scope, objectives and deliverables
- Provide appropriate reporting structures to provide accurate information of programme progress and all major risks and issues which could impact the programme
- Monitor the use of all programme resources, highlighting critical stages and making observable any major variations
Key responsibilities
Programme Scope
- Prepare programme schedules, resource profiles and reports at an appropriate level of detail
- Identify programme interdependencies, logic links and critical path activities, where appropriate
- Design and accurately maintain all programme documents
- Prepare a detailed resourcing plan to show a schedule of resources required to create the critical deliverables
- Develop and accurately retain the detailed programme baseline plan (incorporating resources and showing the key deliverables)
- Develop, improve and update all programme schedules
- Retain and highlight all programme’s major review points
- Secure and store appropriately all programme documents
Execution Management
- To maintain all planning functions within a defined programme including the management of critical path
- Regularly review and update all required programme plans, risks, issues and actions registers
- Comply with all ONR PMO policies and procedures, linking activities with existing customer schedules
- Design and develop the best practice Programme Management processes are in place – e.g. version control, change control, document status control, archiving, reporting, etc.
- Ensure all cross-functional/internal issues and dependencies are highlighted
- Inspect all Programme documentation to validate that they are fit for purpose
- Coach and develop other PMO members (where appropriate)
Manage Change Control
- Trigger change control mechanisms in relation to all variance that exceed permitted programme tolerances (variation to budget, change in scope of key deliverables, etc.)
- Implement reporting procedures for all major change
Programme Reporting
- Status and report progress against programme schedules
- Extract information for regular programme progress reports
- Provide regular budget and resource utilisation reports
- Provide ad hoc reports throughout the lifetime of the programme
Close Down the Programme
- Create a reporting structure and document control for post implementation review
- Extract document information to show what the programme achieved – major deliverables and the associated costs, resources
Job related expertise
- Must have a proven track record of planning major strategic/complex programmes and use of recognised software tools (i.e. Primavera)
- Demonstrable experience of a broad range of programme planning experience with significant knowledge in programme management frameworks (MSP, Prince2)
- Have credible working understanding of nuclear, scientific, technical, construction or engineering industry
- Have appropriate scientific, engineering and/or business qualification, e.g. HND/HNC. Membership of an appropriate professional body, e.g. APM, would be an advantage
- Have credible working understanding of a technical or engineering industry
- Able to demonstrate expertise in creating programme planning function in similar high profile/high hazard environment
- Experience of planning change or improvement programmes in excess of £5m
