01. JOB DESCRIPTION
01.1 SUMMARY:
This position is responsible to perform all tasks relative to the management, control and
maintenance of Government / Customer Property assigned to IAS.
The majority purpose of this position shall be directed to the successful operation of the SBX-1
under MSC RFP N00033-11-R-2500; and shall fulfill the following essential duties and
responsibilities as related to the subject RFP:
Primary Responsibility: (i) Government Property Administrator
01.2 ESSENTIAL DUTIES AND RESPONSIBILITIES:
(i) GOVERNMENT PROPERTY ADMINISTRATION:
• Perform all tasks relative to the management, control and maintenance of Government
Property assigned to the SBX-1;
• Supervise the maintenance and accuracy of all spare parts inventories;
• Conduct periodic inventories of government furnished material and equipment;
• Maintains inventory records on government and capital equipment;
• Track, monitor, and report the status and usage of government property;
• Prepare reports and documents in compliance with MSC procedures and requirements;
• Coordinate subcontractor and /or repair activities associated with Government Equipment;
• Supervise and coordinate disposition of government property;
• Assist with Technical Purchasing requirements.
• Maintain and support all MSC Life-Cycle program efforts associated with the SBX-1, machinery,
equipment and controlled equipage.
02. SUPERVISORY RESPONSIBILITIES:
• Carryout supervisory responsibilities in accordance with the organization's policies and
applicable laws.
• Responsibilities include training employees; planning, assigning, and directing work; evaluating
performance; addressing complaints and resolving problems.
03. QUALIFICATION REQUIREMENTS:

04. EDUCATION AND/OR EXPERIENCE:
• A combination of education and experience that provides an equivalent level of
knowledge of ship operations and maintenance management.
• 5-8 years experience in property management, with specific skills in life-cycle management of
movable assets; or,
• Completion of 40 hours of training in life-cycle management of property and moveable assets. American Production and Inventory Control Society or Defense Acquistion University are desired training sites.
Experience in writing and issuing procedures regarding property life cycle management.
Experience in performing property control system audits and identifying ineffective or cost-prohibitive methods.
o IAS will provide necessary accredited training as required.;
05. LANGUAGE SKILLS:
• Ability to read, analyze, and interpret professional journals, technical procedures and/or
Statutory, Classification Society and International regulations.
• Ability to write reports, business correspondence and/or procedure manuals.
• Ability to effectively present information and respond to questions from groups of managers,
clients, customers, and the general public.
06. MATHEMATICAL SKILLS:
Ability to apply advanced mathematical operations to such tasks as frequency distribution,
determination of test reliability and validity, analysis of variance, correlation techniques, sampling
theory, and factor analysis.
Ability to work with mathematical concepts such as probability and statistical inference, and
fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as
fractions, percentages, ratios, and proportions to practical situations.
07. REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to
interpret an extensive variety of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables.
08. CERTIFICATES, LICENSES, REGISTRATIONS:
See item 04, stated above and titled “EDUCATION AND/OR EXPERIENCE”.
09. OTHER SKILLS and ABILITIES:
• Comprehensive knowledge of technical manuals and drawings, shipboard arrangements and
shipboard organization.
• Comprehensive knowledge marine machinery, repair techniques, costs and report preparation.
• Proficient in the use of various marine / ship management software programs.
• Proficient in the use of standard computer based productivity software programs / suites such
as Microsoft-Office Professional (Word, Excel, PowerPoint, Project, etc).
o A working knowledge or AutoCAD and Microsoft Access is desirable.
10. PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of this job. Reasonable accommodations

Most of the essential duties require physical presence onboard the vessel.
While performing the duties of this job, the employee is frequently required to reach with hands
and arms and talk or hear. The employee frequently is required to stand; walk; sit; and use hands
to finger, handle, or feel objects, tools, or controls. The employee is occasionally required to climb
vertical ladders of a minimum of 75 feet high and balance and stoop, kneel, crouch, or crawl in
engine room.
The employee must frequently lift and/or move up to 50-75 pounds or greater while visiting
vessels. Specific vision abilities required by this job include close vision, peripheral vision, depth
perception, and the ability to adjust focus.
11. WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this job. Reasonable accommodations may

While performing the duties of this job, the employee regularly works near moving mechanical
parts. The employee occasionally works in high, precarious places and in outside weather
conditions and is occasionally exposed to risk of electrical shock.
The noise level in the work environment is usually loud when attending vessel repairs.
12. COMMENTS:
No reasonable accommodation can be made for a handicapped person while visiting vessels.
