Summary: Responsible for leading and executing on strategies that ensure the success of the regions in support of the company’s overall objectives. These strategies include the achievement of regional goals and objectives that will be primarily focused in the areas of growth, financial performance, sales marketing, provider network, and compliance.

Duties and Responsibilities:

1. Partner with corporate leadership to ensure the successful execution of daily operations including:
• sales, marketing and market development
• network development, provider contracting and provider relations
• efficient operational infrastructure to support business; budget review
• medical management and quality improvement initiatives
• compliance with all federal, state, and contractual requirements
• strategic planning and implementation
• staffing and employee development
• community relations, member service and outreach activities

2. Oversee organizational development activities that develop and foster strong working relationships among the members of the management team. Develop and execute strategies to enhance success in the region in collaboration with corporate leadership.

3. Partner with corporate leadership to: 1) develop and implement regional annual sales initiatives, goals, objectives, and targets and 2) develop short- and long-term sales developmental strategies to increase sales and new business to meet or exceed growth targets.

4. Partner with corporate leadership to develop and implement annual provider contracting and provider relations initiatives. Assess all aspects of existing provider contracting activities and coordinate the development and implementation of new and innovative approaches to achieve significant improvements over existing strategies, and/or nurture and improve existing strategies and relationships. Establish specific short- and long-term goals and objectives.

5. Work with all members of the management team for a coordinated approach to communicating sales/provider information to the regions. Monitor the ongoing sales and contracting performance of each region to ensure that it is in accordance with established goals and compliance standards; provide counseling as needed.

6. Develop and manage an annual budget to meet or exceed profitability goals and objectives.

7. Establish and maintain ongoing relationship with key physicians, hospitals and ancillary providers, community leaders and regulatory and compliance officials where appropriate..

8. Direct public and government relations activities that promote the positive image of the company within the region.

9. Ensure the recruitment, selection and retention of highly qualified professionals. Provide the leadership necessary to maintain a motivated, productive and competent team through open communication and delegation of responsibilities and authority. Guide and direct subordinates in their personal and professional development. Create a working environment where productivity can be sustained and accomplished and where innovation and personal growth are encouraged and realized.

10. Ensure regulatory compliance in coordination and agreement with the Corporate Compliance Officer.

11. Develop an individual regional plan to include:

• Key performance metrics with objectives
• Strategies to improve the overall performance of the region
• SWOT Analysis
• Development plan for the market with one-year and three-year expectations
• Relationship management plan to address person of influence in the Medicare space

12. Additional duties as needed.

Knowledge, Skills and Abilities:
• Must demonstrate experience in strategic planning and development.
• Must have extensive experience in provider contracting, network development or business/market development and/or sales.
• Must have a thorough understanding of the sales process and extensive knowledge of sales and marketing compliance.
• Must have a thorough understanding of the various strategies and approaches to improving a health plan’s financial performance.
• Must have proven track record of leading organizations in a matrix environment through teamwork, collaboration and open communication.
• Must have a strong understanding of the local market and community and relationships with local providers.
• Must have an understanding of local community organizations and existing relationships with local community leaders.
• Must be able to work in a matrix environment and drive outcomes while working with leadership across the organization.
• Must be outcomes and metric oriented and able to communicate successes through data.

Education and Experience:
• Bachelor’s degree in business administration or a related field, with a master’s degree strongly preferred.
• Minimum of 5+ yeas of extensive experience in a health care environment managing cross functional teams.
• Minimum of 5+ years in at least 2 of the following: sales, operations, network development, provider relations, finance.
• Prior program leadership and development across multiple disciplines within an organization.
• Government programs and managed care experience are highly preferred.

Essential Functions:
• Manual dexterity in hands to do extensive keyboarding
• Requires the ability to sit for extended periods of time
• Requires the ability to lift and carry up to 30 pounds
• Eyesight required for the ability to view print on a computer screen and/or paper document
• Requires the ability to speak and hear to exchange information with customers by telephone
