Regional Manager – Temporary Staff Operations / Contingent Labour (Vice President) recruitment

Position Description:
The qualified candidate will be responsible for working with a cross discipline team (comprised of functional, technical, legal, financial, and business area subject matter experts). The candidate will be required to lead and manage strategic sourcing, procurement, as well as vendor management activities for the Professional Services Sourcing Group (PSSG).

Responsibilities to include:
-  Manage Temporary Staffing vendor.
-  Implement operations out of sourcing initiatives.
-  Monitor and report supplier performance (service levels, quality).
-  Manage relations to key internal clients / point of contact for all requests.
-  Monitor and enforce compliance with standards and contracts (internally and with supplier).
-  Negotiate individual contracts within negotiated existing master agreements.
-  Provide lessons learned from a supplier relation point of view to sourcing teams (as part of CFTs).
-  Continuous improvement of supply chain with suppliers and clients to reduce cost/increase quality.
-  Trusted advisor to the business regarding contingent worker management.
-  Assure data maintenance and compliance in tools.
-  Ensure improved reporting to assist clients in managing demand.
-  Assure data maintenance and compliance in systems.
-  Work with sourcing team to ensure underlying labor supplier pricing is reasonable and performance standards are met.
-  Drive process changes regionally in management of Contingent workers.
-  Control vendor activities.
-  Enforce contracts compliance (internally and with supplier).
-  Performance monitoring to contract arrangements.
- Compliance and accuracy of supplier, process and contractual data in order to be auditable.
-  Work with Suppliers, business users and Morgan Stanley’s Legal department to secure optimal contractual arrangements for the procurement of professional services, including; contract consulting, project consulting, outsourcing, managed services arrangements across all divisions and functions, including Accounting Services, IT, non-IT, etc.

- Governance - Ensure that engagements are approved and budgets are available and proper financial and risk management practices are adhered.
- Must have experience with drafting and revising SOWs/Task Orders, Master Agreements, Addendums/Amendments, Change Orders, as well as conducting RFx’s.
- Management of day-to-day Vendor and Business/Client communications and contract management.
- Ability to record key information (e.g. Contracts, spend, savings) using internal established systems. Strong technical skills utilizing internal and commercial applications used by the firm, including Ariba E-Sourcing tool and full MS Office suite.

Vendor Management:
- Ensure customer satisfaction through quality standards and measures by ensuring optimal price/performance in contract negotiations.
- Provide leadership in supplier relationship(s), resolving escalating issues, as well as provide vendor performance feedback as necessary.
- Maintain the awareness of current market trends and conditions that affect suppliers, cost of goods, pricing and may have operational or strategic implications for the company.
-  Provide Demand Management oversight and pushback on identified low value usage.
- Oversee outsourced lateral recruitment provided.

Skills Required:
- The ideal candidate may have around 5+ years sourcing experience within a corporate environment (professional services sourcing experience strongly preferred).
- Prior Wall Street, Financial Institution experience a must.
- Knowledge of the Financial Services Industry’s Institutional and Retail Products and Services helpful.
- Strong understanding of legal terms and conditions and strong negotiation skills. Coupled with knowledge of business and contract law related to consulting and services is required; with an emphasis on Technology and Operations.
- Demonstrated persuasion and negotiation skills, outstanding communication abilities, and capacity to multi-task, as well as prioritise; time management.
- Excellent supplier management, contract negotiations expertise and excellent verbal and written communications skills.
- Superior customer service/relationship management skills.
- Solid presentation skills and creative thinking abilities.
- Strategic thinker with strong attention to details.
- Demonstrate an excellent track record of project management, sourcing process improvement and realization of significant savings.
- A self-starter with ability to operate in an aggressive environment.
