High Risk Role
Within HSBC certain roles are designated as High Risk Roles. High Risk Roles are those where employee malpractice could lead to significant financial and/or reputational damage through internal fraud, data loss, bribery or the leaking of confidential information. For these roles, all internal and external applicants are required to undergo a range of enhanced security/background checks as part of the pre-employment vetting process.This role has been designated as a High Risk role and any candidate hired into this role would be subject to this vetting. Role Purpose
The key objective is Risk Assessment and steps leading to AML Platform Optimisation aimed at mitigation of identified risks.
An expert role to manage risk repository, provide risk assessment and prioritisation, propose steps leading to optimisation and test impact of changes.
The efforts will ensure continuous improvement of the efficiency and effectiveness of AML and sanctions systems.
Working closely with Regional ML Control Officer this is a double hatted role including project management on behalf of the FCC technology team.
Ensures that appropriate strategic direction and adequate solutions are utilised by effectively managing competing and shifting priorities.
Oversight of change control process including impact analysis and governance.
Working with business partners to ensure the risk management regime is properly understood and impacts are documented and communicated
Working closely with Systems Data Integrity Manager, Business Partners and Subject Matter Experts to develop the function and mitigate AML and sanctions risk within the region
Principal Accountabilities:
Impact on the Business
Act as a single point of contact for optimization, configuration and tuning of AML Sanctions systems
Support the Regional ML Control Officer and Systems Data Integrity Manager to translate and execute policy and mitigate risk relating to anti-money laundering and sanctions through the use of technology, processes, checks and controls
Provide AML Sanctions related analytical support for business lines and countries in MENA..
Contribute to developing and delivering effective and compliant transaction monitoring systems
Develop the change control framework and effectively manage the downstream impact of any changes to the AML and Sanctions systems.
Build and manage effective, long term relationships with key stakeholders
Prevent any reputational risk to HSBC by implementing changes to policies and rules within agreed timeframes.
Ensure exposure to risk is mitigated through the delivery of an effective governance programme and compliance to policy and procedures
Support a programme of effective periodic reviews and analysis across countries within the region
Lead and sponsor projects to help optimise the effectiveness of systems
Ensure an effective and robust Change Control programme is in place
Ensure a robust, sustainable and continuous enhancement regime is in place
Help identify, share and implement best practice and ensure all people, processes and systems operate in a consistent manner
Oversee business readiness for all change relating to systems
Liaise with Regional Head of Compliance Operations to provide off-shore teams with visibility of the changes and impact on daily operations.
Provide oversight of process and procedures used by the off-shore teams and watch out for impact of applying the proposed changes.

Form a successful partnership with Group and Local IT organisations to collaborate to define cohesive, cost effective and integrated AML and Sanctions solutions to meet business requirements
Strong communication working alongside other Risk Disciplines to ensure implementation of new and enhanced controls and continued adherence to standards
Help Regional ML Control Officer to lead and manage the activity of the immediate team including project and resource prioritization, succession planning, talent management, performance management and improving employee engagement
Quality maintained; high retention levels of staff
Regular and positive communication with other regions
Operational Effectiveness Control
Monitor changes to business practices and products to ensure that controls in respect of AML and Sanction are adjusted adequately to cover them
Ensure all documentation is completed with highest quality
Manage project plans and maintain these throughout lifecycle of project
Control the monitoring, tracking and resolving of issues, risks and dependencies on analysis, requirements gathering, design and delivery project tasks.
Knowledge Experience / Qualifications
Five years of AML systems and data management/analytics experience
Previous leadership and/or management role experience of benefit
Strong managerial, communication, analytical, organizational and decision making skills
Good understanding of the business activities for a large global banking group with diverse operations from retail banking, wealth management, commercial banking, global banking, investments, transaction services, asset management, private banking and insurance
Good understanding of JFSC and MENA-specific regulatory rules (e.g. Systems and Controls) and all other relevant legislation and guidance, particularly in relation to the activities of the business lines supported
Proven ability to clearly articulate business and regulatory implications of analysis and findings both to Compliance Colleagues and Business Heads
AML and or Sanctions experience, preferably gained within HSBC or one of its peers
Experience of identifying and managing risk
Experience of developing operating models and control frameworks
Knowledge and experience with SAS, SQL, data modelling techniques or similar of benefit
Able to produce and interrogate complex analytical data
