Project Unicorn is a global programme which will enable the transfer of assets and liabilities from RBS NV to RBS plc. Unicorn is significantly complex in APAC with business spanning approximately 150 legal entities and 9 countries. APAC Unicorn Programme requires strong leadership to deliver the transfer of branch assets and subsidiaries in Indonesia and Thailand in 2012.
Description:
Risk Services, Operations Asia Pacific provides a full and dedicated support to Markets International Banking business. The team has responsibility for managing internal controls in Operations across Asia Pacific. The nature of this support requires strong multi-faceted individuals who are familiar with operational risk management framework and investment banking products.
Individuals are required to establish close working relationships across Asia Pacific and London with colleagues in other Operations teams, as well as other departments. Excellent technical knowledge and communication skills are therefore key to success in the role.
- Assess the control environment of the various Market Operations functions in the region Initiate, implement and coordinate all controls related initiatives in Operation Asia Pacific
- Engage stakeholders to understand, manage and address operational issues
- Update, review and prepare new operational policies in line with changes and developments in the business
- Manager relationship with Operational Risk, Compliance and Internal/External auditors
- Promote control awareness in the region
Controls
- Drive the control agenda for Market Operations in Asia Pacific. Provide management with a view of key developments in controls, best practices, upcoming regulatory requirements that may impact Operations
- Assess the control environment of each Market Operations function by evaluating their KRIs, Control Assessments, latest developments etc
- Effective manage the Incident Reporting and GNEP process ensuring that the issues raised are factual, root causes are clearly identified, and clear action points are agreed
- Ensure that the Quarterly SOX testing requirements and control assessments are completed on a timely basis.
- Undertake ad-hoc investigations and/or business reviews, where the need arises
- Maintain a strong relationship with the Internal Audit / External Audit / Compliance/Operational Risk Management and to manage their process during the period of their engagement.
- Perform gap analysis over Group and Market Operations Policies
Customer
- Ensure that Risk Services continually monitors changes in the business to provide robust procedures for existing and new processes
- Develop relationships with the businesses to help ensure GBM Operations deliver and provide the best possible operational control environment
- Drive controls initiatives regionally by working together with the senior management team and functional heads
- Establish a clear workplan for the year, and maintain appropriate progress report of BAU and project responsibilities for reporting to stakeholders
- Maintain open and effective communication channels with direct reports, key stakeholders and other colleagues regionally and globally
- Manage development of staff in the team
- Influence control changes within Market Operations
- Promote control awareness via regular controls forums, workshops and training
- Employ creative and innovative approaches to create awareness of controls, policies and operations risks
- Build on and develop relationships including those in departments outside of GBM Operations to support the GBM business globally
Experience
Required:
- Operation Control experience
- Minimum of 10 years relevant working experience
- Control related activities like SOX , assurance testing
Desirable:
- Market product experience is preferable
- Audit experience is preferred but not essential
Technical knowledge
Essential:
- Good understanding of Operational Risk Management
- Understanding of SOX and assurance framework
- Strong understanding of the Derivative products and the associated terminology.
Desirable:
- Good knowledge of Microsoft Word and Excel is preferred
Qualifications
Required:
- University graduate or above
Desirable:
- Professional Risk Manager (e,g, FRM/PRM)
