Job Title: Senior Enforcement Director
Location: London, Greater London
Salary: £140,000 - £160,000

Working closely with our client’s Chief Executive and wider Executive team, as well as eminent external stakeholders from Ministers to Chief Executives of national health care partners, the Senior Enforcement Director plays a crucial role within the company and the wider health care sector.

They are responsible for leading the strategic development of the Enforcement team to ensure continuity of services to patients where individual Foundation Trusts, providing up to £1.1 billion of services, have reached the point of enforcement when they are financially and / or clinically unsustainable in their current form.

The Senior Enforcement Director will have a key role in brokering cross-sector collaboration in health economies where the challenges extend beyond one provider, and will also work closely with commissioners to agree and clarify Locality Specific Service requirements.

Qualities / Experience / Expertise Required:

•Substantive and significant experience of working at senior levels in the NHS, regulatory or financial / commercial settings as a Chief Executive and / or Chief Financial Officer or equivalent in a professional services environment

•Substantive and significant experience of executing pre-failure planning, special administrations, turnaround and financial recovery arrangements

•Heightened political awareness and experience of operating at Director or Board level in a politically sensitive environment or organisation

•Exceptional negotiating skills so the best financial settlements can be reached on provider futures

•Able to take a strategic view in recognition of the key policy and system issues which impact on future regulation

•Understanding of the key drivers of hospital performance and / or financial performance of commercial entities

•A track record of leading people through periods of substantial change

•An excellent communicator with strong presentation and drafting skills; experience of presentations and briefings in or for a comparable organisation and of ability to present advice and information in a clear and logical way

•Exceptional stakeholder management skills and personal impact and gravitas to command respect from a wide range of senior internal and external stakeholders

•Strong organisational skills with the ability to plan and direct the resource needs of a team working to tight deadlines

•Ability to act independently and make clear recommendations in complex scenarios and to support those recommendations credibly and with authority when challenged

•Strong leadership skills including an ability to motivate professional teams to be successful

•Ability to manage the professional development of the directorate ensuring appropriate progress and application of performance management frameworks

•An ability to employ a broad perspective on internal and external issues that may have organisational impact.
