SENIOR FINANCIAL ANALYST
This position provides analytical and technical support within the accounting division as well as to external customers in other departments and divisions working with Agency management and staff, implementing solutions to complex capital project system and accounting issues. The Senior Financial Analyst – CIP and Fixed Assets is a senior level professional, fully functional in accounting, analysis and data and reporting skills for all aspects of a major capital program. This position will provide lead direction to lower level professional accountants and other staff in performing duties of assigned area/function.

• Working closely with Budget, Procurement and Contracts, Project Controls, Real Estate, and Construction Management, establish and maintain open communication and processes for the necessary flow of information to establish accurate accounting of the capital and fixed asset programs, including but not limited to understanding related business processes and techniques and their impact on accounting for capital projects.
• Review, provide comment and interpret project specific accounting treatment for contracts, inter-agency and non-competitively procured agreements, and other documents or regulations, necessary to properly account for all capital project costs and financial obligations and commitments.
• Recommend, monitor and propose updates to accounting policies for the capital program and fixed assets that ensure compliance with agency policies, GAAP, GAAS, BARS and Federal grant requirements. Research accounting issues as they arise and propose solutions for their resolution.
• Establish, implement and maintain necessary analytics, monitoring tools and techniques to monitor compliance and integrity of recorded information and provide regular reporting to management. On a monthly basis perform a reconciliation of the enterprise and contract management systems.
• Design and document asset allocation models for large complex capital projects that meet the requirements for capitalization under GAAP and provide sufficient asset breakdown for operations and the agency’s Asset Management system. On an ongoing basis maintain and review appropriateness of allocation models and modify as changing conditions warrant.
• Analyze and monitor capital program costs for appropriate coding based on the agency’s accounting policies and general accepted accounting principles sub-equity rules, and betterment and grant requirements. Participate or lead asset breakout meetings with Operations, Construction Management and Project Controls on contract issuance to ensure necessary asset identification on completion, as well as identify grant requirements and third party betterments within the contract package.
• Maintain and ensure integrity of capital program rules. Review work breakdown system (WBS) for each project and approve Contract Manager Project conversion rules to E1 account codes for appropriateness. This requires an understanding of individual contract scope of work, individual betterments contracts in place, and federal and state grant funding agreements.
• Perform financial analysis and interpretation in response to contract cost requests. Prepare specialized or highly complex reports, statements, analyses and interpretation utilizing advanced knowledge and proficiency in data extraction and manipulation, accounting practices, principles and interrelationships for both management and outside agencies and organizations. Provide technical advice and counsel on various policy/procedures surrounding project accounting.
• Working closely with the Project Control and Budget divisions, coordinate activities as it relates to the Design, Engineering and Construction and Planning, Environment and Project Development Departments.
• Attend and participate on a variety of Agency committees as assigned, including weekly board agenda meetings, CCB, phase gate and capital committee meetings. Ensure agency processes, policies and practices are interpreted and applied consistently and effectively throughout life of the project.
• Coordinate and facilitate work effort of accounting staff and project controls for monthly accruals and capitalization of project costs to fixed assets. Support agency response to internal and external audit inquiries related to capital program accounting. Ensures all necessary working papers and audit support schedules are complete and available in support of those audits.
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s Degree in accounting, finance or related field and 5 years of experience in construction accounting, project controls or capital project analysis with experience with large-scale enterprise class; OR an equivalent combination of education and experience.

Required Knowledge of:
• Construction accounting principles and practices, contract types, industry practices and terminology,
• Advanced knowledge of automated financial accounting and project costing systems,
• Advanced analysis and data skills, utilizing tools such as Business Objects Enterprise, Excel, SharePoint, and Access,
• Advanced knowledge of accounting processes and techniques, complex financial chart of accounts, and subsidiary ledgers,
• Advanced to expert knowledge of generally accepted accounting principles including GAAP, GAS, FASB and GASB,
• Intermediate knowledge of Microsoft Office and SharePoint,
• Federal, state and local legislative guidelines and rules and regulations surrounding capital and fixed asset accounting,
• Budgeting and procurement practices for governmental agencies,
• Automated financial accounting systems,
• Customer service methods and techniques.
Required Skill in:
• Demonstrated experience with financial and project cost accounting systems; experience with major ERP systems, data bases and query tools,
• Attention to detail and accuracy and ability to oversee work areas involving large volumes of transactions and/or compliance requirements,
• Ability to exercise judgment within generally or broadly defined practices and policies when selecting methods and techniques for obtaining solutions,
• Experience in analyzing complex accounting issues, and applying creative and appropriate solutions,
• Strong oral and written communication skills and the ability to apply appropriate communication techniques to various individuals ranging from Agency leaders and employees to auditors and other governmental agencies,
• Preparing a variety of complex financial and administrative reports,
• Performing complicated mathematical calculations and analyses,
• Ability to manage multiple tasks, setting objectives and goals and re-prioritizing as needed,
• Identifying and resolving general problems in a timely manner using sound judgment,
• Strong interpersonal skills, demonstrating a consistent commitment and ability to work with diverse work groups and individuals, both internal and external,
• Responding to general inquiries and in effective oral and written communication,
• Ability to work independently and closely with others in teams’ within a cross functional, matrixed environment.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
