Mandate:
The Senior Manager, Capital Markets Operational Risk is accountable for supporting the execution of the BMO Capital Markets Operational Risk Framework that has been established to identify, assess, mitigate and report on the operational risks that impact Capital Markets Businesses. The execution of the operational risk framework is critical to ensuring we have a consistent approach across BMO Capital Markets for operational risk. Recommendations to senior management will be provided through a cohesive risk analysis spanning all operational risks in all business units in Capital Markets. 

Under the direction of the Director, Capital Operational Risk, this role will strengthen the working relationship with the Business and other key stakeholders supporting the Capital Markets Businesses. Strong working relationships with key stakeholders in Capital Markets is critical to creating the culture required for strong operational risk management.  This role requires a strong understanding of the regulatory environment and Capital Markets products. Under the management of the Director, Capital Markets Operational Risk, this role will be involved in the review and evaluation of key operational risk matters and regulatory and compliance issues/concerns within BMO Capital Markets Businesses. 

Key Accountabilities:
1. Operational Risk Management Framework
Supports the Director, Capital Markets Operational Risk in strengthening the second line of defence with respect to the Capital Markets businesses. Promotes the operational risk management information and reporting framework that strengthens and enables the identifying, assessing, documenting and reporting on operational risk in the Capital Markets Businesses. This will increase transparency and support the proactive management and mitigation of operational risk. Specifically this includes:
- Support the Director, Capital Markets Operational Risk in providing input to the Tier 1 Risk and Control Assessments (RCA) for the Capital Markets Businesses.
- Work as part of RCA team to complete the Tier 1 RCAs in the required timelines. Provide input to the evaluations of the Businesses in the BEICF scoring required quarterly.
- Support the completion of the operational risk assessments for Capital Markets NPAPs and ISAPs to identify the inherent and residual risks. Coordinate with the subject matter experts to appropriately assess each of the Operational Risk categories as defined by the Enterprise.
- Provide input into the review for the investigation of significant incidents in Capital Markets. The analysis includes an independent assessment of significant events that includes input from each of the key stakeholders involved. The analysis includes recommendations for mitigation to address any risks that exist. 
- Support the completion of the desk head key controls process maps for Capital Markets. Lead the identification of any control gaps via the assessment process.
- Provide input to Capital Markets Operational Risk assessments for Businesses. The assessments are used for senior management Committee presentations.
- Work with key stakeholders to develop mitigation strategies to reduce residual risk.
- Participate in regular operational risk assessments designed to provide comprehensive and enhanced operational risk management.
- Strengthen working relationships with key Business, ERPM, EORM, Regulatory, CSA and other stakeholder individuals to promote operational risk management framework.
- Participate in internal operational risk meetings to provide input for Capital Markets Businesses.
- Complete other requests as required.

Knowledge and Skills:

Knowledge:
a) Bachelors and/or Master’s Degree, preferably in Finance, Business or Engineering.
b) 10 - 15 yrs of related work experience, preferably from a Big 5 bank / global investment house.
c) Strong working knowledge of Operational Risk and Capital Management.
d) Experience in monitoring operational risk at a financial institution, preferably in a capital markets environment.
e) Strong working knowledge of Operational Risk regulatory requirements, current and pending.
f) Familiarity with Advanced Measurement Approach and the processes that need to be established for compliance with regulatory expectations
g) Strong knowledge of Corporate Policies, Standards relating to operational risk.
h) Self starter with the ability to function effectively in a dynamic environment.
i) Strong ability to identify risks and mitigating controls.
j) Working knowledge of derivatives and other Capital Markets products.
k) Excellent communication skills – both verbal and written.
l) Experience with senior management reporting
m) Strong quantitative risk and problem solving skills
n) Demonstrated initiative and business acumen.
o) Strong project management skills with the ability to deliver under pressure and with multiple priorities 
p) Ability to manage multiple deadlines in a fast-paced environment.  CM trading floor experience an asset.
q) Strong relationship management skills.
