Morgan Stanley seeks a senior level compliance officer supporting the Mortgage Division Compliance Head of Morgan Stanley Private Bank, N.A. overseeing all compliance activities and affairs of residential mortgage lending. Emphasis will be on regulatory advice relating to the residential mortgage origination and servicing operations, and oversight of third-party service provider.

Position Resposnsibilities
• Serve as business partner to mortgage lending division providing compliance advice and guidance on federal and state regulations including TILA, RESPA, ECOA, fair lending laws, HMDA, anti-predatory lending laws, licensing, FCRA, privacy laws, FDCPA, Dodd-Frank and other consumer finance-related laws.
• Work with mortgage lending departments affected by changing laws, regulations, or policies to ensure awareness and that bank policies and procedures are undated, as appropriate, to comply with changes. Implementation includes coordination of changes and enhancements with third-party service provider.
• Responsible for development and implementation of monitoring program to ensure that policies and procedures related to mortgage compliance are being followed. If errors are found, work with business unit or third-party vendor to determine root cause of compliance issues and to resolve them, through modified procedures, training, systems or disciplinary actions.
• Administer training with business partners that cover more focused topics for areas that deal with compliance issues in their daily job function.
• Act as compliance representative on projects involving new or changes to existing regulatory impacted processes and/or materials.
• Responsible for gathering of mortgage loan documentation related to internal audit or external regulatory examination requests.
• Assume responsibility for special projects, gather data and prepare reports for management.

Skills Required

• Experience managing other compliance professionals and/or attorneys and performing other department administration functions.
• Strong written and verbal communication skills; ability to clearly articulate issues a must.
• Self-starter and able to work under minimal supervision
• Excellent computer skills, specifically working with Word, Excel, Powerpoint and Sharepoint.

Experience:
• Bachelor's degree (B.A.)
• CRCM, MBA from accredited business school or Law Degree (J.D.) from ABA-accredited law school will be considered a positive.
• At least 7 years experience in regulatory compliance within mortgage lending area.

Skills Desired

• Familiarity with Business Objects data warehouse helpful but not required.
