Senior Project Specialist: Krasnoyarsk: 3 year FTC

Role overview

Reporting to the SBS (Small Business Support) Head of Regional Programme, the Senior Project Specialist's key responsibilities include identifying, monitoring and supporting the implementation of the BAS (Business Advisory Services) and EGP (Enterprise Growth Programme) in the Russian Federation. The Senior Project Specialist will be based in Krasnoyarsk and will liaise with SBS colleagues, any EGP Team Coordinators for Russia, EBRD Head of Office and EBRD Resident Office bankers on selection of relevant companies to be supported by BAS and EGP.

Responsibilities and deliverables

EGP:

· Recommend to the Head of Regional Programme, together with the EBRD Resident Office and EGP Team Coordinators if any, EGP project proposals with justification on the basis of the selection criteria established,

· Monitor the EGP project flow, including, but not limited to, sourcing, developing and monitoring project implementation; drafting of project proposals, completion and evaluation reports and other documentation as may be required,

· Coordinate potential EGP projects with BAS, and assist with determining joint BAS project needs,

· Establish the Project Work Plan for each EGP project and carry out the selection of the EGP advisors and any specialists for the EGP project,

· Monitor financial performance of individual EGP projects,

· Act as a key liaison among EGP-assisted enterprises, donors, BAS and EBRD as required,

· Liaise with companies for follow-up evaluations of projects as required,

· Monitor and control administrative aspects of EGP operations including any outstanding invoices,

· Review EGP advisors' visit minutes, and the final EGP Project Handbook for the possible follow up and make recommendations to EGP HQ based on direct communications with EGP clients,

· Organise visibility activities for SBS in coordination with Banking teams and ROs,

· Attend and prepare minutes for relevant conferences and meetings with key stakeholders.

BAS:

· Develop and maintain the BAS client and consultant databases,

· Organize and lead BAS marketing and visibility events to inform potential clients about BAS activity,

· Recommend to the Head of Regional Programme BAS project proposals with justification on the basis of the selection criteria established,

· Manage the BAS project flow, including, but not limited to, sourcing, developing and monitoring project implementation; drafting of project proposals, completion and evaluation reports and other documentation as may be required,

· Monitor deliverables for each BAS project,

· Monitor implementation of recommendations and BAS project progress through project meetings.

Essential skills, experience qualifications

· Strong academic background with relevant degree from a leading university in the country of education (business administration, international relations, economics or finance),

· Minimum of seven years experience gained within finance, business development, industry, commerce, IFI / international donor organisations, or consultancy,

· Proven track record of project management/administration,

· Proven, strong analytical and numerical skills, with the ability to interpret complex data for use in operational planning,

· Knowledge of local business environment and consultancy market,

- Prior experience working with / managing consultants (preferred);

· Knowledge of donor organisations and experience in donor fund mobilisation,

· Computer literate: Windows XP; excellent knowledge of Microsoft Excel; Outlook; Word,

· Knowledge of SAP accounting system, TCS and Microsoft Access desirable; ability to learn new systems quickly. Fluency in English and Russian is essential.

· Customer focus - the ability to listen to clients and consultants; provide optimal solutions to the issues arising in day to day project management/administration.
