Senior Specialist, Global Health Job in Silver Spring 20910, Maryland US

The Senior Specialist, Global Health coordinates and implements APHL activities related to support for the U.S. Centers for Disease Control and Prevention (CDC) in support of the President’s Emergency Plan for AIDS Relief (www.pepfar.gov). The incumbent of this position coordinates with CDC In-country Laboratory Leads and the Director, Global Health Program to identify technical assistance needs for country project activities. The Senior Specialist enlists qualified APHL member and staff experts, organizes project teams, monitors overall project performance and assesses project outcomes. The incumbent duties include writing scopes of work, assisting in writing requests for proposals, monitoring consultant and vendor contracts and coordinating logistical arrangements for international shipments of material provided to PEPFAR supported countries. Incumbent duties also include reviewing and editing technical assistance reports, writing summary reports for newsletters and other publications, organizing advisory committee meetings and participating in planning for projects. This position will be responsible for maintaining communication with project sites, CDC and other partners by telephone, e-mail and direct meetings and responding to requests from APHL members for participation in project activities.

 

Responsibilities

·         Serves as APHL staff lead for PEPFAR Country activities as assigned.

·         In consultation and coordination with CDC In-Country Laboratory Leads, coordinates project activities among ministry of health staff, country laboratory staff, APHL country teams, other partner organizations, and international agencies such as the World Health Organization.

·         After orientation and training related to clinical and disease surveillance testing services related to treatment and prevention of HIV/AIDS, TB and malaria, and to quality assurance for laboratory testing in developing countries, coordinates development of project activities and training programs; presents training on laboratory testing methods, quality management systems and laboratory management.

·         Represents APHL interests during in-country visits, assessments, meetings, trainings, and workshops.

·         Manages APHL member participation in Global Health Projects

·         Contributes to APHL Global Health Website and Global Health SharePoint content for activities related to assigned projects and member opportunities.

·         Coordinates APHL Global Health participation in external events such as World AIDS Day, World TB Day and professional meetings

·         Writes articles for APHL publications

·         Drafts scopes of work for APHL consultants

·         For specific assignments, develops, coordinates and implements training; manages consultant and vendor contract reporting and manages logistical arrangements for project country activities.

·         Drafts contracts and budgets for APHL consultants/contracts for approval by Director, Global Health Program

·         Coordinates and communicates program activities and administrative reporting requirements with CDC Project Officers and other partners.

·         Tracks financial activities and reports and writes corresponding reports for assigned projects

·         Organizes meetings, site visits and associated travel.

·         Attends meetings and conferences pertinent to the program.

·         Other duties as assigned.

 

Employment Standards

 

Education/Experience:

Masters Degree in Public Health or Microbiology, OR

BS/BA degree in Microbiology or MLT degree with minimum of 3 years experience in laboratory science, and 1-2 year’s administrative or supervisory experience. Experience with HIV, STD, and TB diagnostics essential. Fluency in Portuguese, French or Spanish preferred.

 

Knowledge of:  Global HIV/AIDS issues, PEPFAR, diagnosis of infectious diseases, and project management.

Microsoft Office, Word Perfect, PowerPoint, Access database software, email systems.

 

Skills: Skill in the use of Microsoft Office Suite including Word, PowerPoint, Access database software, email systems. Excellent organizational, verbal and written communication skills.

 

Abilities: Ability to establish working relationships with diverse groups; ability to work independently; organize work projects and complete tasks within assigned timeframes. 

 

Special Requirements:  Demonstrated capability to handle multiple tasks under tight deadlines.  International and domestic travel required (up to 30%).
