Senior Subontract Representative Job in Bethesda 20814, Maryland US

BA/BS with 5 - 7 years of experience OR the equivalent combination of education and experience.

  1. Review solicitations and develop subcontractor RFP/RFQ/RFI's; analyze subcontractor proposals, negotiate, recommend appropriate terms, taking into consideration Company preferred contractual positions, and secures required approvals prior to execution of documents. Can negotiate changes within prescribed Corporate guidelines.
  2. Implements and ensures compliance with full and open competition requirements to the maximum extent possible on all subcontract procurements.
  3. Drafts unique partnering or teaming arrangements, including joint ventures, consortiums alliances, etc.; translate those terms into subcontracts, as necessary.
  4. Coordinates with other team members throughout the Company for consistency in approach and review of all contracts. Supports other team members in required Government reporting activities, as applicable.
  5. Develops and delivers training to internal staff on International and Federal regulations that affect business contracts. Has solid background and understanding pertinent procurement regulations and practices, including the Federal Acquisition Regulations (FAR), agency supplements and related government regulations.
  6. Establishes proper files and processes for audit purposes. Ensures all agreements are written/documented and filed properly for future reference.Prepare and negotiate teaming agreements for complex partnerships, data use agreements, consulting agreements and other agreements as needed. Review/draft comments on organizational policies and procedures.

5-7 years of experience in subcontracts management and administration or the equivalent combination of education and experience. Excellent negotiation skills. Ability to draft moderate to complex, routine and nonroutine contractual instruments. Strong working knowledge of FAR and Agency supplement requirements, primarily in civilian agencies. Knowledge of commercial contracting and government contract types ( fixed price, cost reimbursable, TM). Strong analytic, presentation, writing and communication skills. Use of independent judgement and creativity to resolve a wide variety of complex contract issues.
