The position is located in Baltimore, on the west side of town near 695, Route 26, and Security Blvd.

The selected candidate is responsible for Architect-level design choices, requirements gathering and analysis, to include business process analysis and modeling, usability, and Section 508 compliance. He/she works without technical oversight and is regarded as an expert. Will serve as the technical lead for all design choices and requirements analysis efforts on the Task Order. Performs the following job duties:

* Responsible for dictating design choices to software developers, including but not limited to: platforms, coding and technical levels. His/her goal is to gain a complete understanding of clients' needs and effectively communicate them to the software design team

* Plans, directs, and executes requirements analysis, business process modeling, usability and 508 compliance for development projects

* Provides Architect-level information technology recommendations and solutions in support of customer requirements

*Applies industry best-practices and expertise regarding emerging technologies, risk mitigation, and continuity planning

* Supervise subordinate personnel and is responsible for continuity training and employee development

* Plans and conducts tests, and may establish a lab environment for usability testing;

* Ensures accurate documentation of technical specifications

* Primary point of contact with the customer in compiling specifications for information systems development

* Identify talent, tools, and resources, in support of customer initiatives, goals, and strategies

* manages the full life cycle of the process, monitoring research, reviewing codes and supervising any testing

* Tracking and maintaining all records and metric, reports the project's progress to management.

Skills Requirements:

Demonstrated proficiency in .NET development, C#, ASP.NET, ADO.NET, VB, XML, XSLT, DHTML, VB Script, JavaScript, CSS, AJAX, SQL, Java (JSP, J2EE).

Expertise in XI50, ODBC, JDBC, XSLT, Web Services, SOA, CSS.

Experience in SQL Server database administration and stored procedures.

Knowledge of IBM DB2; Microsoft Access; IIS, mySQL.

Understanding of Requirements Definition process.

Ability to work in multidisciplinary teams.

11 years experience in enterprise web application and data warehouse / database development with a practical working knowledge of concepts and implementation.

Experience in Data Warehousing - Dimensional Modeling, ETL, OLAP and Report Development.

Demonstrated proficiency with .NET design and development including OOD / OOP, C#, ASP.NET, LINQ, Generics, XML, etc.

Demonstrated proficiency with ASP.NET Concepts, Microsoft MVC Framework, Control Development / Integration, Page life Cycle Workflow, and Extensibility.

Experience with Ajax, JavaScript, JQuery, JSON, XHTML, Data Binding Fundamentals, and DOM Familiarity.

Experience with ADO.NET, LINQ to SQL / Entity Framework, and other .NET data mechanisms.

Demonstrated proficiency with Visual Studio 2005 and 2008 including significant exposure to .NET 3.5 or above.

Demonstrated proficiency with SQL Server 2005 / 2008, SQL Server Reporting Services (SSRS), SQL Server Analysis Server (SSAS), and SQL Server Integration Services (SSIS).

Demonstrated proficiency with Business Intelligence, Data Visualization, and Charting Application Design and Development.

Experience with Web Standards and Development Concepts (State Management, Stateless Development, IE 6 / 7 Browser differences, etc.).

Experience with Source Control programs such as Subversion, Visual Source Safe, Microsoft Team Foundation Server, etc.

Experience in requirements evaluation (translating functional specifications into technical solutions).

Provide support / guidance to the development teams during the design, development, and testing processes.

 

Strong analytical, organizational and hands-on problem solving skills

Sound understanding of client-server and web technologies, awareness of current Web trends and technologies
