Minimum Requirements
Bachelor's degree in Electrical Engineering, and 10 years of job-related experience or equivalent is required. Experience with technical data fields for DD Form 1494/EL-CID is also required. Expertise in specific areas including AIMS and DoD Mode S, Federal Radar Spectrum Engineering Criteria, Navy Broadband applications, and JTIDS/MIDS is preferred. Good communications and analytical skills; working knowledge of computer systems and integrated software application programs is essential.
Position may require travel.
Position requires the ability to pass and maintain a Secret Security Clearance.
Work Environment, Physical Demands, and Mental Demands:
Most positions involve work typical of office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting with occasional use of computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must posses planning/organizing skills, and must be able to work under deadlines. Some positions involve work in environments (e.g., shipboard, labs, outside locations, etc.) where mechanical equipment, weapons, etc. are being installed, tested, analyzed/monitored, operated, and/or maintained. Equipment may be loud and noisy or have exposed moving components. Such positions may involve routine lifting up to 50 pounds, regular handling, grasping, kneeling and carrying, and constant use of vision and mental alertness is required.

Job Description:
This position is contingent on contract award.
URS is seeking an Engineer to provide spectrum management subject matter expertise in technical engineering support to the NMSC. Demonstrate experience with technical data fields for DD Form 1494/EL-CID to prepare engineering analysis for frequency certification and frequency assignment requests. Lead determinations of Navy communications-electronics system electromagnetic compatibility and spectrum supportability. Demonstrate experience with reviewing assignments due for 5 and 10-year review in SFAF and GMF formats. Expertise in specific areas including the coordination of AIMS and DoD Mode S, the application of Radar Spectrum Engineering Criteria, Navy Broadband applications, and JTIDS/MIDS is preferred; spectrum management experience involving more than one of the aforementioned areas is essential.
The selected Engineer will perform a variety of engineering assignments in planning and overseeing research, development, design, manufacture, test, installation, operation, and maintenance of diverse electronic/mechanical equipment and systems and generally as a member of a design, analysis or review team on more complex assignments or as a lead on less complex assignments.
Essential Responsibilities:
Lead a range of design, development, analysis, and review tasks.
Coordinate and work closely with other engineering, logistics, financial, and program management disciplines to define system specifications and requirements.
Establish and maintain a system for tracking project status.
Develop, maintain, and produce technical documentation and system/subsystem specifications.
Direct interface and liaison with customers at all levels, technical working groups, etc.
Lead experimental investigations and engineering problem analysis; propose solutions and alternatives; provide recommendations.
Perform peer review of engineering documentation, standards, and test procedures.
Support development of technical proposal and provide comments on the technical content and level of effort of the proposed scope of work.
First-hand knowledge or understanding of the relationships that involve the following MILDEP organizations is highly desired: CCEB, COCOMs, ESG PWG, HNs, IRAC, JFP, DSO JSC, NTIA, SPS, and other SMOs.
