SUMMARY/GENERAL DESCRIPTION OF RESPONSIBLITIES

:

Serves as the on-island Station Manager responsible and accountable for the proper supervision, management, oversight, and execution of a wide variety of Operations and Maintenance (OM) requirements in accordance with the Chugach McKinley Inc. Base Operating Services contract on Eareckson AS/Anchorage, AK.
  Serves as the senior on-site CMI representative.

Provides leadership, management, technical, and professional direction and guidance to an on-island workforce through managers and supervisors responsible for OM functions in the areas of airfield operations; base support services; logistics services; safety and quality control; environmental management and operations; installation security; water plant and power plant operations; communications and electronics; medical operations; and fire department services.

Guides managers/supervisors in work prioritization, implementing cost effective measures to work execution, and in making decisions regarding work quality.


·
        


In consultation with the Project Manager (PM), develops and implements processes, procedures, and initiatives to effectively and successfully execute OM contract requirements, monitor progress, enhance performance, and address and resolve performance deficiencies.

Routinely communicates operational activities to the CMI Project Manager and various Government agencies responsible for island operations.


·
        


Interfaces regularly with on-island tenants to ensure maintenance activities and daily support are provided in accordance with Government Host Support Tenant Agreements.


·
        


Directs and controls the OM activities as required to meet or exceed contract performance objectives and thresholds.


·
        


Applies leadership principles to promote employee development, creative thinking, empowerment, and open communications.
   


 



ESSENTIAL DUTIES AND JOB FUNCTIONS:


·
        


Performs all necessary management functions in order to plan, implement, track, report, and deliver the required OM services described in the CMI Performance Work Statement (PWS).


·
        


Leverages resources and develops engineering planning methods and techniques to accomplish island-wide maintenance, repair and minor construction work.


·
        


Directs contract activities through subordinate managers/supervisors and sets the priorities for the entire workforce.


·
        


Conducts regular work control and scheduling meetings to ensure the effective execution of work (direct scheduled work, recurring maintenance, over and above).


·
        


Monitors all OM work in-progress and adjusts work and/or staff to meet variable workloads and/or changes in work and schedules which cannot be accurately predicted.


·
        


Reviews and approves proposed work schedules and assesses long- and short-range work plans.


·
        


Provides technical and professional expertise, advice, and opinions on work of significant depth and complexity.


·
        


Plans and formulates work plans, organizes tasks and reviews maintenance data to determine efficiency and effectiveness and to ensure successful contract performance.


·
        


Recommends courses of action and alternatives to avoid problems in the contract.


·
        


In conjunction with subordinate managers, responds to all on-island emergencies.


·
        


Resolves complex, technical maintenance and repair problems associated with mechanical, civil, electrical, sanitation, and structural disciplines.


·
        


Coordinates OM activities and schedules with various Government agencies and on-island tenants.


·
        


Serves as a consultant to 611
th Air Support Group (ASG) on complex problems critical to 611
th objectives, and briefs Air Force leadership and higher authorities as required, providing timely guidance relating to on-island OM.


·
        


Ensures project goals/objectives and contract obligations are met, and sound business practices are appropriately and consistently applied.


·
        


Works closely with the PM on budget development, execution and reporting.
  Interfaces daily with OM managers to ensure their respective departments are effectively and efficiently administered at or under approved budgets.


·
        


Oversees and monitors OM related subcontracted services.
  Ensures services are performed in conformance with subcontract requirements.


·
        


Works closely with OM managers in developing and implementing strategies, processes, and initiatives within their respective department/area of services in order to achieve customer satisfaction and meet and/or exceed performance on contract Service Delivery Summary items (Performance Metrics).


·
        


Develops and maintains good working relationships with contract customers, subcontractors, and suppliers.


·
        


In conjunction/synchronization with the PM, establishes and administers local operating policies and procedures consistent with various 611
th ASG and corporate policies, procedures, standards, requirements, and expectations.


·
        


Maintains a positive and energetic attitude in order to attract, retain, and develop competent and productive employees by giving proper direction, guidance, training, and counseling.


·
        


Ensures compliance with existing Union Collective Bargaining Agreements in the execution of contract requirements.


·
        


Reviews proposed department purchases, financial transactions and obligations and makes recommendations to the PM.
  Manages the site budget and prioritizes requirements to balance funding and support the various Eareckson AS missions.
  When mission impacts are unavoidable due to equipment failure, the incumbent conveys the scope, breadth, and duration of mission impacts to customers.

Conducts employee performance evaluations; planning, assigning, and directing work; rewarding and disciplining employees; addressing employee complaints; and resolving personnel/task conflicts/problems.


·
        


Ensures a safe work environment for all employees free from Harassment, Intimidation, Retaliation, or Discrimination.


·
        


Makes recommendations to the PM regarding hiring and termination of project personnel in accordance with corporate policies and procedures and Union Collective Bargaining Agreements.


·
        


Assists the PM in responding to 611 ASG and Contracting (CONS) and corporate requests for information and data and prepares a variety of correspondence.


·
        


Works with the PM to ensure contract deliverables are accurately prepared and submitted timely and in accordance with contract requirements.


·
        


Works with the PM in developing recovery plans for activities not meeting contract or 611 ASG/CONS requirements and expectations.


·
        


Responsible for implementing and maintaining an effective vehicle and equipment management and maintenance program that ensures proper tracking of all company and Government provided assets, vehicle/equipment utilization, scheduling of maintenance functions, inspection of assets, etc.

Interacts with various 611 ASG offices and personnel as required in order to maintain effective communication exchange and positive relationships.


·
        


Actively participates and supports Health, Safety, and Environmental requirements/issues to ensure compliance with regulatory requirements and obligations specific to the contract.
 


·
        


Actively demonstrates safety management leadership and commitment by developing, implementing, monitoring, and improving initiatives focused on safety performance.
  Supports, develops and implements safety strategies and programs to reduce injuries and avoid losses.


·
        


Actively demonstrates quality control leadership and commitment by participation and improvement to the TSS Quality Control Program.


·
        


Exercises sound business practices/methods and ensure all business activities are in compliance with all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices.


·
        


May perform other duties as assigned by the PM.
