Senior Consultant:

·         Senior Consultants synthesize the overall strategy by analyzing a variety of solutions, selecting relevant tools/techniques to meet client needs (e.g., creating a business case, establishing pricing models, or conducting complex financial analyses), and interpreting/ reporting on outputs

·         Responsibilities include:

o   Participating in setting engagement objectives and scope

o   Developing work plans for engagement components

o   Coordinating activities between work streams

o   Identifying changes in scope. 

o   Determining client needs by supplementing the standard assessment techniques and tools with innovative approaches

o   Participating in the development and presentation of proposals for business development activities

o   Leading a track for a specific scope of work related to the Health Insurance Exchange implementation

·         Successful candidates must have the following qualifications:

o   Minimum of 3 years consulting and/or industry experience

o   Bachelor's Degree is required; Master's Degree is a plus (e.g., MBA, MPA, Health Care Administration, Public Policy)

o   Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint)

·         The following qualifications are preferred but not required:

o   Experience with Medicaid, State eligibility and/or Private Health Plans Operations

o   Health Insurance Exchange experience

  

Health Insurance Exchanges:

Essential Functions:

·       Senior Consultants work within Health Insurance Exchange engagement teams and are responsible for project tasks and work streams. They will contribute to overall project management and provide leadership to our clients, subcontractors and other consultants

·         Responsibilities include:

o   Defining business requirements, functional design, process design (including scenario design and process flows) in addition to supporting training and implementation

o   Assisting states through their planning process in order to:

§  Identify governance and operating models

§  Perform process and staff assessments

§  Evaluate the current business and technical environment

§  Determine services for the statewide health insurance exchange

·         A key element to these roles is the review and interpretation of federal guidance on health insurance exchanges, the ability to translate these guidelines into actionable options for the states, and assisting the states in determining the best course of action

 

The following qualifications are preferred but not required:

·         General experience

o   Experience with private health plan and/or public sector health care

o   Familiarity with PPACA federal legislation and OCIIO/CMS guidance

o   Proven record of integrating multiple data collection, operation and billing platforms

o   Knowledge of health insurance exchange implementations

·         Federal and state government experience

o   Knowledge of existing Federal and state–level initiatives for health insurance exchanges, and strategies to link these efforts together

o   Experience with regulatory compliance

o   Familiarity with PPACA provisions

o   Knowledge of State based health systems including Eligibility Systems and/or Medicaid Management Information Systems
