Summary of Position

:  The Subcontracts Manager will provide support for Supply Chain initiatives through the management of the Subcontracts Department.

SUBCONTRACTORS MANAGER
to support our Odessa, TX, office.

Description of Responsibilties/Competencies

·         Lead by example and foster an incident and injury free work place environment

·         Support SI by developing and adhering to departmental policies, procedures, and Best Practices.

·         Take an active role in the analysis, review, and negotiation of commercial and legal terms conditions for the purchase of goods/services for SI via the medium of subcontracts.

·         Support Project Managers to ensure goods and services are delivered on schedule, on or below budget, and in accordance with the construction execution schedule and field need dates.

·         Develop and implement the use of Master Service Agreements (MSA), where applicable.

·         Maintain and administer MSAs through the negotiation of price increases, discounts, and deliver times.

·         Analyze the credit history and financial statements of existing and prospective vendors to mitigate risk to SI.

·         Ensure the safety performance of potential subcontractors meets SI’s minimum safety guidelines for projects.

·         Identify and evaluate potential suppliers and establish them within the subcontracts system once approved. 

·         Interface with Project Managers, Engineering, QA/QC, Project Controls, and Supply Chain management on material and equipment specifications and requirements.

·         Provide data and support for the implementation and monitoring of Key Performance Indicators to measure the performance of the Subcontracts Department.

·         Monitor trends in supplier and market movements, informing the departmental management of events that could affect supply, price, and delivery of critical goods/services.

·         Build and develop relationships with key subcontractors.

·         Work with the Accounts Payable Department to ensure accurate and timely payment of subcontract invoices.

·         Participate in the resolution of vendor grievances and claims against SI as directed, as well as, those claims against the vendor by SI.

 

Requirements: 

·         A Master Certificate in Commercial Contract Management and 5 years of experience, or an equivalent EPC construction background with exposure to all types of subcontracts for the oil and gas, refining, and/or petrochemical industries.

·         Exposure to subcontract “best practices.”

·         An energetic self-starter with strong, analytical, negotiation and organizational skills.

·         Good verbal and written communications skills.

·         Good interpersonal relations skills.

·         Professional, ethical, team player willing to grow with the company.

·         Ability to manage several tasks simultaneously and work in an environment of changing priorities.

·         Skilled in the use of Microsoft Office Suite software.
